The Township shall have and may exercise those powers and perform
those functions not denied by the Constitution of Pennsylvania, the
General Assembly of the Commonwealth of Pennsylvania or this Charter.
All powers and functions of Plymouth Township, a First Class
Township, contained in any and all ordinances, resolutions, bylaws,
rules and regulations or portions thereof, in force on the effective
date of this Charter and not inconsistent or in conflict herewith,
shall be continued in full force and effect until amended, repealed,
superceded [superseded] or expired by their own terms.
The powers of the Township shall be liberally construed in favor
of the Township. Any specific mention of powers in this Charter shall
not be construed as limiting in any way the general powers of the
Township as stated in this Article.
In the exercise of any of its powers or the performance of any of its functions and the financing thereof, the Township shall have those powers of intergovernmental relations set forth in Article
IX, Section 5 of the Constitution of the Commonwealth of Pennsylvania.
