The township council may from time to time amend, supplement, change, modify or repeal this Ordinance including the zoning map, by proceeding in the manner prescribed in this article.

The township council, by motion adopted at a stated or special meeting, shall fix the time and place for a public hearing and meeting on the proposed change, amendment or repeal, and cause notice thereof to be given as follows:
A. 
In accordance with the public notice and publication requirements of the Pennsylvania Municipalities Planning Code.
B. 
By mailing a notice thereof to every resident or association of residents of the township who shall have registered their names and addresses for this purpose with the township secretary.
C. 
The notice shall state the general nature of the proposed change, amendment or repeal.
Full opportunity to be heard will be given to any citizen and all parties in interest attending such hearing.

The owner(s) of a lot may present to the township council a petition, duly signed and acknowledged, requesting an amendment, supplement, change, modification or repeal of any regulations or restrictions prescribed by this Ordinance for the district in which the lot is located, or a change or modification of the zoning map with reference to the district in which the lot is located. In addition to the payment of a filing fee prescribed for such petition by resolution of the township council, the petitioner(s) shall be required to reimburse the township for all fees and expenses in connection with the proposed amendment including, but not limited to, the appearance of a court reporter and the preparation of a stenographic record of the proceedings, legal, engineering and consultant fees.

The township council may refer each petition or proposal for change or amendment under this article XXII to the planning agency which shall consider whether or not such proposed change or amendment would be, in the view of the agency, consistent with and desirable in furtherance of the comprehensive plan upon which this Ordinance is based, as the same may be modified from time to time. The agency shall transmit its conclusion thereon, together with its reasons therefor, to the township council. The township council shall take such condition and reasons into consideration in reaching its decision, but shall not be bound thereby.
