No building permit or certificate of occupancy shall be issued
for a building, structure or use, or any enlargement, expansion or
change of use or change of tenancy prior to the approval of a zoning
permit by the Zoning Officer. In addition, a zoning permit is required
for home occupations.
The purpose of a zoning permit is to assure
that the proposed use, construction or alteration is in accordance
with the provisions of the Borough's Zoning and Property Maintenance
Ordinances and existing building and development approvals. The grant
of a zoning permit does not preclude the Borough from subsequently
enforcing violations of the Borough's Zoning or Property Maintenance
Ordinances that may have existed at the time of the grant of the zoning
permit.
The application for a zoning permit shall be
submitted to the Zoning Officer by the owner or the owner's authorized
agent on a form which shall be available in the office of the Zoning
Officer. The applicant shall submit with the application an accurate
site plan or survey showing the exact size, shape and location of
all existing and proposed structures on the property, and such additional
information and documentation as may be required by the Zoning Officer.
An application for a zoning permit in connection with a change of
tenancy of a commercial, industrial or office use in the Borough shall
include, but not be limited to, a description of the proposed use,
the hours of operation, the number of employees, the parking requirements,
and the nature of deliveries or shipments. The zoning permit shall
be granted or denied within 10 business days from the date that a
complete application is filed with the Zoning Officer.

Permit fees under this chapter shall be as follows:
A. Retaining
walls of four feet high or less: $75.
B. Patios,
pavers or walkways: $75.
C. Temporary
structures (less than 120 square feet for less than 180 days), including
tents, tensioned membranes, canopies and greenhouses: $75.
D. Trailer/transport
storage or dumpster (three months maximum): $100 per unit.
G. If an application requires resubmission, there shall be an additional
fee of $50 for each resubmission.

In addition to the permit fees required under this chapter,
if, in the discretion of the Zoning Officer, a zoning permit application
requires review by the Borough Engineer, the Zoning Officer shall
require the applicant to pay an escrow deposit for engineering services
in an amount determined by the Zoning Officer.
