(a) 
Pursuant to authority contained in Section 108A of Chapter 41 of the General Laws, and every other power hereto enabling, a compensation classification plan for the City of Waltham is hereby adopted covering all full-time positions in the municipal service, excluding employees of the School Department; making provision for a wage and salary plan for all positions included in said classification plan; and establishing rules and regulations for the application and administration of said classification schedules and said wage and salary plan.
(b) 
The City of Waltham is an equal employment opportunity employer with an established affirmative action plan.
(a) 
General. Compensation of incumbents of classified positions as of the effective date of this article shall be established by the Mayor and City Council, but nothing in this article shall be construed or operated so as to reduce the salary or compensation heretofore established and paid, so long as present incumbent holds the office or remains in employment.
(b) 
Incumbents with less than 10 years of service with the City. Incumbents in classified positions who are currently receiving compensation greater than the maximum for their grade pursuant to this article and who, as of the date of adoption of this article, have not completed 10 years of service with the City, shall be entitled to receive any annual percentage increases in pay which are given to all other employees subject to this article. Upon completion of 10 years of service with the City, such incumbents shall be eligible to receive longevity payments calculated on their then-current rate of pay.
(c) 
Incumbents with 10 or more years of service with the City.
(1) 
Incumbents in classified positions who are currently receiving compensation greater than the maximum for their grade pursuant to this article and who, as of the date of adoption of this article, have completed 10 or more years of service with the City and are currently receiving longevity payments as part of their incumbents compensation shall be entitled to receive any annual percentage increases in pay which are given to all employees subject to this article.
(2) 
If such incumbents are receiving compensation which exceeds the amount of compensation which they would receive under this article were longevity to be calculated on the maximum salary or wage in their grade established pursuant to this article, then such incumbent shall not be entitled to longevity pay under this article. If, however, longevity calculated on the maximum compensation for their grade established pursuant to this article would exceed their then current rate of pay, such incumbents shall be entitled to a payment equal to this difference between longevity calculated on the maximum compensation in their grade and the amount which they are then receiving as compensation.
The compensation of the several executive and administrative officers and employees of all departments shall be paid from the appropriations made for their respective departments; provided, however, that if such officers or employees are not in any department, they shall be compensated from the appropriations made for the exclusive account administered by the Mayor.
(a) 
Mayor, City Council and School Committee.
(1) 
Compensation.
a. 
Effective January 1, 2002, the compensation of the Mayor of the City of Waltham shall be $89,880. This compensation shall be the original "base salary." On each January thereafter, the new "base salary" shall be the total compensation for the preceding year. Commencing on January 1, 1998, and continuing on each January 1 thereafter, said "base salary" shall increase or decrease in accordance with the annual US Department of Labor Consumer Price Index for All Urban Consumers (CPI-U) Boston, MA, for the calendar year immediately preceding the beginning of the fiscal year in which said salary is to take effect.
b. 
Effective January 1, 2002, the compensation of the City Council of the City of Waltham shall be $12,619. This compensation shall be the original "base salary." On each January 1 thereafter, the new "base salary" shall be the total compensation for the preceding calendar year. Commencing on January 1, 1998, and continuing on each January 1 thereafter, said "base salary" shall increase or decrease in accordance with the annual US Department of Labor Consumer Price Index for All Urban Consumers (CPI-U) Boston, MA, for the calendar year immediately preceding the beginning of the fiscal year in which said salary is to take effect. The compensation of the City Council President shall include an extra $500 per annum. Said $500 should not be included in the definition "base salary."
c. 
Effective January 1, 2001, the compensation of the six elected members of the School Committee of the City of Waltham shall be $7,500. This compensation shall be the original "base salary." On each January 1 thereafter, the new "base salary" shall be the total compensation for the preceding year. Commencing on January 1, 2002, and continuing on each January 1 thereafter, said "base salary" shall increase or decrease in accordance with the annual U.S. Department of Labor Consumer Price Index for All Urban Consumers (CPI-U) Boston, MA, for the calendar year immediately preceding the beginning of the fiscal year in which said salary is to take effect.
(2) 
Prior to the beginning of the fiscal year a citizen input hearing shall be held by the City Council in accordance with the rules and regarding compensation for the Mayor and the City Council.
(b) 
Part-time appointees, clerks and others.
(1) 
The compensation of part-time appointees, including clerks of the City Council and its committees, statutory officers and employees, clerks of the several boards and commissions, and all other compensation not otherwise provided for shall be established annually at such rates as shall be provided for in the budget appropriations for carrying out the required duties.
(2) 
Any full-time employee in municipal services, however, who is also a member of any such board or commission shall be paid said compensation of a part-time appointee as part of his or her regular compensation.
Except as hereinabove set forth, all full-time positions in the service of the City of Waltham are hereby classified as follows:

The amounts received pursuant to this Section 2-75.6(b) shall not be included as part of the regular compensation of employees for purposes of calculating annual percentage increases in pay nor shall these amounts be included for purposes of calculating longevity payments.
(c) 
Members of the Police Department.
(1) 
Compensation for members of the Police Department is hereby established as follows:
a. 
For period beginning July 1, 2001.
1. 
Patrolmen shall receive compensation at the rate of $34,563 per annum for the first six months of service; and for the period of six months to one year at the rate of $35,283 per annum; for the period of one year to 18 months at the rate of $35,993 per annum; and at the end of 18 months they shall proceed to the maximum rate of $36,427 per annum. Patrolmen in service for 18 months or more as of July 1, 2001, shall receive the maximum of $36,427 per annum. Student police officer shall be in Salary Grade 8, Step 2.
2. 
Other members of this Department shall receive compensation at the following rates:
[a] 
Sergeants: $42,953.
[b] 
Lieutenants: $50,685.
[c] 
Captains: $59,808.
[d] 
Deputy Chief: The Deputy Chief's salary shall be calculated using the applicable step of Grade 18 of Section 2-75.5(c) as a base salary.

[e] 
Chief: The Chief's salary shall be calculated using the applicable step of Grade 22 of Section 2-75.5(c) as the base salary.
Note: Patrolmen, once certified to carry a weapon, shall receive additional compensation of $575 annually per contract as of July 1997.
Note: Whenever any member of the Police Department is assigned management duties, sergeants and above, he shall receive annual compensation of $1,400 per contract as of July 1997.
b. 
Detective duties. Whenever any member of the Police Department is assigned to duties as a detective, police photographer, or training officer, he shall receive additional compensation at the rate of 5% of patrolmen's base compensation while performing such duties.
c. 
Night differential. Whenever any member of the Police Department is permanently assigned to duty on either the first half night shift or the second half night shift or when an officer's required tour of duty requires him to work at least five hours on the night shift per working day, he shall receive additional compensation in the amount of 6.5% of his regular compensation.
d. 
Clerk of Traffic Commission. Whenever any member of the Police Department is assigned to the duties of Clerk of the Traffic Commission, he shall receive, in addition to his regular compensation, as hereinabove set forth, the sum of $2,500 annually.
e. 
Specialist positions. Whenever any member of the Police Department is assigned to the specialist position of Community Relations Officer(s), Administrative Assistant to the Chief, he shall receive, in addition to his regular compensation, as hereinbefore set forth, the sum of $400.
(2) 
The amounts received pursuant to Subsection (c)(1)d and e shall not be included as part of the regular compensation of employees for purposes of calculating annual percentage increases in pay nor shall these amounts be included for purposes of calculating longevity payments.
(d) 
Members of the Fire Department.
(1) 
Compensation.
a. 
For the period beginning July 1, 2001.
1. 
Firefighters shall receive compensation at the rate of $34,539 per annum for the first six months of service; for the period six months to one year a rate of $35,258 per annum; for the period one year to 18 months at the rate of $35,968 per annum; and at the end of 18 months shall proceed to the maximum rate of $36,402.
2. 
Other members of this Department shall receive compensation at the following rates:
[a] 
Lieutenants: $42,954.
[b] 
Captains: $50,686.
[c] 
Deputy Chiefs: $59,809.
[d] 
Chief: The Chief's salary shall be calculated using the applicable step of Grade 22 of Section 2-75.5(c) as the base salary.
Note: Whenever any member of the Fire Department is certified on the use of a defibrillator, he shall receive additional compensation at the rate of $425 annually per contract as of July 1, 1997.
b. 
Night shift differential. Whenever any member of the Fire Department is permanently assigned to duty on the night shift, he shall receive additional compensation in the amount of 10% of his regular compensation. Such 10% additional compensation shall be referred to as the "night shift differential."
c. 
Fire prevention or fire training officers. Whenever a member of the Fire Department is permanently assigned to the duties of the fire prevention or fire training section of the Department, he shall receive, in addition to his regular compensation as hereinabove set forth, the sum of $2,300 annually as of contract of July 1, 1996.
d. 
Senior Deputy. Whenever a Deputy Fire Chief has been designated as Senior Deputy he shall receive, in addition to his regular compensation, as hereinabove set forth, the sum of $400 annually.
(2) 
The amounts received pursuant to Subsection (d)(1)c and d shall not be included as part of the regular compensation of employees for purposes of calculating annual percentage increases in pay nor shall these amounts be included for purposes of calculating longevity payments.
(e) 
For the fire alarm operators. Compensation for fire alarm operators is hereby established as follows:
(1) 
For the period beginning July 1, 2001.
a. 
The title of "fire alarm operator" is being phased out, as of February 1996 Ordinance Number 28070, to be replaced by "emergency telecommunications dispatcher." Fire alarm operators in service for 18 months or more as of July 1, 1999, shall proceed to the maximum rate of $36,402 per annum.
b. 
Senior fire alarm operators receive base compensation at the rate of $42,954 per annum.
c. 
Emergency telecommunication dispatchers shall receive base compensation at the rate of $28,985 per annum for the first six months of service; for the period of six months to one year at the rate of $30,145 per annum; for the period of one year to 18 months at the rate of $31,350 per annum; and at the end of 18 months they shall proceed to the maximum rate of $32,606 per annum.
d. 
Emergency telecommunication dispatcher supervisors shall receive additional compensation of $5,211 annually.
(2) 
Night shift. Whenever any member of the fire alarm operators or the emergency telecommunications dispatchers is permanently assigned to duty on the night shift, he shall receive additional compensation in the amount of 7% of his base compensation. Such 7% shall be referred to as the "night shift differential."
(f) 
For the traffic supervisors. Compensation for the traffic supervisors is hereby established as follows:
(1) 
For the period beginning September 1, 1996:
a. 
Traffic supervisors shall receive compensation at the rate of $4,537 annually.
(a) 
Longevity pay provisions applicable to all positions in wage and salary classification.
(1) 
Each employee shall receive longevity pay which will be added to his base compensation upon completion of each five-year increment of service with the City, but not commencing until the completion of the 10th year as follows:
a. 
A total of 8% of annual base salary per year for each employee who has completed at least 10 years but less than 15 years.
b. 
A total of 9% of annual base salary per year for each employee who has completed at least 15 years but less than 20 years.
c. 
A total of 10% of annual base salary per year for each employee who has completed at least 20 years but less than 25 years.
d. 
A total of 11% of annual base salary per year for each employee who has completed at least 25 years or more.
e. 
For purposes of longevity, service with the City shall be defined as actual service in the employ of the City for which an employee is entitled to credit pursuant to the provisions of MGL c. 32. Service credit an employee may have, but which is not attributable to the City employment, shall not be used as a basis for awarding longevity pay.
(b) 
Longevity pay provisions applicable to the fire alarm operators and emergency telecommunications dispatchers for the period beginning July 1, 1995.
(1) 
Employees shall receive longevity compensation which shall be added to their base compensation upon completion of each five-year increment of service, but not commencing until the completion of the 10th year as follows:
a. 
An amount equal to 5% of the employee's base compensation to be paid each year for service between 10 and 15 years.
b. 
An amount equal to 6% of the employee's base compensation to be paid each year for service between 15 and 20 years.
c. 
An amount equal to 7% of the employee's base compensation to be paid each year between 20 and 25 years.
d. 
An amount equal to 8% of the employee's base compensation to be paid each year of service of 25 years or more.
e. 
If any such employee shall complete his 10th, 15th, 20th, or 25th year of service at any time during the calendar year, such employee shall be entitled to the longevity increment according to the higher of Subsection (b)(1)a, b, c, or d hereinabove based upon the new length of service. In all cases, such increment shall be paid during the month of December.
(2) 
If during the term of any calendar year, any employee would have completed his 10th, 15th, 20th, or 25th year of service but was unable to do so because of death, physical incapacity, or operation of law, then he shall be deemed to have completed such term on the day preceding his final termination of service. In all such instances, such increment shall be deemed to have been earned on the said day preceding his final separation from service.
(3) 
If, during the term of any calendar year, an employee who had completed his 25th year of service prior to the end of the previous calendar year is separated from City service, either by voluntary action on his part or by reason of death, physical incapacity or operation of law, then the increments which would be payable under the foregoing provisions during the month of December will be payable on the date of final separation.
(c) 
Longevity pay provisions applicable to the Police Department for the period beginning July 1, 1996.
(1) 
Employees shall receive longevity compensation which shall be added to their base compensation upon completion of each five-year increment of service, but not commencing until the completion of the 10th year as follows:
a. 
An amount equal to 7 1/2% of the employee's regular compensation to be paid each year for service between 10 and 15 years.
b. 
An amount equal to 8 1/2% of the employee's regular compensation to be paid each year for service between 15 and 20 years.
c. 
An amount equal to 9 1/2% of the employee's regular compensation to be paid each year for service between 20 and 25 years.
d. 
An amount equal to 10 1/2% of the employee's regular compensation to be paid each year for service of 25 years or more.
(2) 
If any such employee shall complete his 10th, 15th, 20th, or 25th year of service at any time during the calendar year, such employee shall be entitled to the longevity increment according to Subsection (c)(1)a, b, c, or d hereinabove. In all cases such increment shall be paid during the month of December.
(3) 
If, during the term of any calendar year, any employee would have completed his 10th, 15th, 20th, or 25th year of service but was unable to do so because of death, physical incapacity, or operation of law, then he shall be deemed to have completed such term on the day preceding his final termination of service. In all such instances, such increment shall be deemed to have been earned on the said day preceding his final separation from service.
(4) 
If, during the term of any calendar year, an employee who had completed his 25th year of service prior to the end of the previous calendar year is separated from City service, either by voluntary action on his part or by reason of death, physical incapacity, or operation of law, then the increment which would be payable under the foregoing provisions during the month of December will be payable on the date of final separation.
(d) 
Longevity pay provisions applicable to the Fire Department for the period beginning July 1, 1995.
(1) 
Employees shall receive longevity compensation which shall be added to their base compensation upon completion of each five-year increment of service, but not commencing until the completion of the 10th year as follows:
a. 
An amount equal to 4% of the employee's regular compensation to be paid each year for service between 10 and 15 years.
b. 
An amount equal to 5% of the employee's regular compensation to be paid each year for service between 15 and 20 years.
c. 
An amount equal to 6% of the employee's regular compensation to be paid each year for service between 20 and 25 years.
d. 
An amount equal to 7% of the employee's regular compensation to be paid each year for service of 25 years or more.
(2) 
If any such employee shall complete his 10th, 15th, 20th, or 25th year of service at any time during the calendar year, such employee shall be entitled to the longevity increment according to Subsection (d)(1)a, b, c, or d hereinabove. In all cases such increment shall be paid during the month of December.
(3) 
If, during the term of any calendar year, any employee would have completed his 10th, 15th, 20th, or 25th year of service but was unable to do so because of death, physical incapacity, or operation of law, then he shall be deemed to have completed such term on the day preceding his final termination of service. In all such instances, such increment shall be deemed to have been earned on the said day preceding his final separation from service.
(4) 
If, during the term of any calendar year, an employee who had completed his 25th year of service prior to the end of the previous calendar year is separated from City service, either by voluntary action on his part or by reason of death, physical incapacity, or by operation of law, then the increment which would be payable under the foregoing provisions during the month December will be payable on the date of final separation.
(a) 
Progression through step-rate increases from minimum to maximum shall be six annual steps for those positions in the salary and wage classification.
(b) 
All employees hired on or before July 1, 1996, shall receive their first step-rate increase on July 1, 1997, and then annually on July 1.
(c) 
All employees hired after July 1, 1996, shall receive their first step-rate increase one year from their date of hire and then annually on their "anniversary of hire" date.
(a) 
One-grade increase.
(1) 
An employee receiving a one-grade promotion shall receive an increase in base or longevity pay in accordance with either Subsection (a)(1)a or b, whichever is larger:
a. 
An increase to the starting rate of the new salary grade level; or
b. 
An increase on the new salary grade equal to 6% (or to whichever step is nearest to but not less than 6%).
(2) 
No such promotional increase shall result in payment of a rate in excess of the maximum of the new salary grade if the incumbent is not eligible for longevity.
(b) 
Increase of two or more grades.
(1) 
An employee receiving a promotion of two or more grades shall receive an increase in base or longevity pay in accordance with either Subsection (b)(1)a or b, whichever is larger:
a. 
An increase to the starting rate of the new salary grade level; or
b. 
An increase on the new salary equal to 10% (or whichever step is nearest to but not less than 10%).
(2) 
No such promotional increase shall result in payment of a rate in excess of the maximum of the new salary grade if the incumbent is not eligible for longevity.
(a) 
In the case of a change in classification which represents a downgrading due either to curtailment of work force, inability to perform the duties of the higher classification, or personal preference for the lower-graded classification employment, a reduction in pay to the maximum of the lower-graded classification should be made effective immediately if such reduction does not exceed 10% of the previous wage or salary.
(b) 
If the reduction of pay would exceed 10%, a reduction of 10% should be made effective as of the date of the new employment, with final decrease to the appropriate maximum to be made six months following said effective date.
No officer, agent, executive board, foreman of works, superintendent or employee of the City, or any other person in charge of work being done by or for the City in any department thereof, shall continue the name of any person other than persons who receive a fixed compensation upon the payroll of such work or department as is under charge after he has ceased to labor on such work, nor directly or indirectly report the time of labor or service for which any person is entitled to be paid by the City as greater than the time actually spent by him in performing such labor or service, nor in any other way cause to be paid any person as compensation for any injury received while in the City's employ or as a gift, any money beyond that which such person has actually earned in such employment except as provided by law or ordinance hereinafter set forth.
(a) 
Whenever it appears to the person having charge of any department that an officer or employee in such department shall continue to receive compensation as if working during a time when he is disabled or ill and kept from working by reason of any injury received or illness contracted in the course of his employment, whether through the fault or negligence of the City or otherwise, he shall report the same to the Mayor who may authorize the person so reporting to continue the name of such officer or employee upon the payroll of the department.
(b) 
Upon notification by a department head or the Mayor, the City physician shall investigate each case of sickness or injury reported to him and certify to the department head, or the Mayor, as the case may be, as to his findings. As part of his investigation, the City physician may accept a certification in such form as he may prescribe from the absent employee's physician based upon the personal observations of such physician, as to the nature and extent and probable duration of the sickness or injury. He may also require such employee to undergo a physical examination without charge, and refusal of the employee to submit to such an examination as may be prescribed by the City physician shall disqualify him from receiving sick leave on account of absence then under investigation or any continuation thereof.
(c) 
Nothing hereinabove set forth shall curtail the cumulative sick leave provisions established for such employees as are covered by City Council Order No. 16603, approved January 25, 1950, under provisions of General Laws, Chapter 41, Section 111b.
(d) 
Benefits of Chapter 149, Section 105D (maternity leave), by reference is incorporated and made part of this article.
(a) 
Applicable to members of the Police Department and Fire Department and fire alarm operators. Overtime shall be paid at the rate of 1.5 times the hourly basis computed on the base compensation for a regular working week regardless of any shift differentials. In the event of court appearances, members of the Police Department shall be compensated by overtime for a minimum of three hours' pay for such appearance, in accordance with the provisions of General Laws, Chapter 262, Section 53C.
(b) 
Applicable to wage grade classifications. In cases of unusual emergency, service in excess of 40 hours may be authorized by the person whose duty it is to employ, direct or control such employees, and such additional service shall be compensated for as overtime at 1.5 times the regular hourly rate.
(c) 
Applicable to persons included within the wage and compensation grade positions.
(1) 
Whenever any person included within the wage and salary grade positions is required to work, on a regularly assigned basis, between the hours of 2:00 p.m. of one day and 8:00 a.m. of the next and whose entire shift falls within said hours, he/she shall receive, as additional compensation, 6% of his/her base compensation rate.
(2) 
This provision shall not affect the compensation of any employee who, through emergency or otherwise, is for any reason required to work during aforementioned hours.
(3) 
This provision shall not affect those employees included in Sections 2-75.13(c) and 2-75.6(c), (d), and (e).
(a) 
Applicable to members of the Police Department. Holiday pay for members of the Police Department shall be governed by the applicable provisions of General Laws, Chapter 147, Section 17A, and by General Ordinances Chapter 14, Section 14-5.
(b) 
Applicable to members of the Fire Department and fire alarm operators. Holiday pay for members of the Fire Department and fire alarm operators shall be governed by the applicable provisions of General Laws Chapter 48, Section 57A, accepted by the City Council on May 24, 1954.
(c) 
Applicable to wage grade classification.
(1) 
The following holidays shall be allowed and, when such holiday occurs within the working week, each employee shall receive eight hours' pay as if working: New Year's Day, Martin Luther King Day, Washington's Birthday, Patriot's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day.
(2) 
Whenever one of the foregoing holidays occurs on Sunday or Saturday, he shall be given an additional day off or, if such additional day off cannot be given because of personnel shortage or other cause, he shall be entitled to an additional day's pay.
(3) 
Those who are required in cases of unusual emergency to work on a holiday shall be paid time and a half (1.5) for the number of hours worked in addition to regular pay.
(4) 
Whenever a holiday occurs in the course of a regular vacation, the employee shall receive eight hours' additional pay for his vacation, or an additional day off.
(a) 
Applicable to wage and salary grade classifications; Police Department and fire alarm operators.
(1) 
All employees who during current calendar year have completed less than one year of service shall receive a vacation with pay at the discretion of and for a period of time to be determined by the head of the department.
(2) 
All employees who during the current calendar year have completed at least one year of service, but less than five years, shall receive 10 working days of vacation with pay.
(3) 
All employees who during the current calendar year have or will have completed at least five years of service, but less than 10 years, shall receive 15 working days of vacation with pay.
(4) 
All employees who during the current calendar year have or will have completed at least 10 years of service, but less than 15 years shall receive 20 working days of vacation with pay.
(5) 
All employees who during the current calendar year have completed at least 15 years of service, but less than 20 years, shall receive 25 working days of vacation with pay.
(6) 
All employees who during the current calendar year have or will have completed at least 20 years of service shall receive 30 working days of vacation with pay.
(b) 
Applicable to members of the Fire Department.
(1) 
All employees who during current calendar year have completed less than one year of service shall receive a vacation with pay at the discretion of and for a period of time to be determined by the Chief of the Fire Department.
(2) 
All employees who during the current calendar year have or will have completed at least one year of service, but less than five years of service, shall receive two weeks of vacation with pay.
(3) 
All employees who during the current calendar year have or will have completed at least five years of service, but less than 10 years, shall receive three weeks vacation with pay.
(4) 
All employees who during the current calendar year have or will have completed at least 10 years of service, but less than 15 years, shall receive four weeks vacation with pay.
(5) 
All employees who during the current calendar year have completed at least 15 years of service, but less than 20 years, shall receive five weeks vacation with pay.
(6) 
All employees who during the current calendar year have or will have completed at least 20 years of service shall receive six weeks vacation with pay.
(c) 
Assignment and allocation of vacation days. In all cases, assignments and allocation of vacation days shall be at the discretion of the chiefs and heads of the various departments. In all cases, vacation shall be taken during the calendar year unless the employee is given permission in writing by his department head with the approval of the Mayor to carry that vacation time into the succeeding calendar year.
(d) 
Transfer of vacation rights.
(1) 
All vacation rights arising out of creditable service accumulated in any department of the City shall be transferable by an employee to any other department.
(2) 
For purposes of computing vacation rights, creditable service shall be that which is creditable pursuant to MGL c. 32 and which is attributable to employment with the City of Waltham.
(e) 
Accrual of vacation rights.
(1) 
Every employee who has worked 30 work weeks in the aggregate during the 12 months preceding the first day of June in the current year shall be eligible for a vacation of at least two weeks with pay.
(2) 
This provision shall not apply to employees in the Police Department and Fire Department.

Members shall not be eligible for more than one such stipend per day, regardless of the number of meetings and/or hearings conducted on such day, and shall receive no other compensation for serving as members, except as provided below. For the purpose of this section a "site view," "site visit" or other such activity shall not be considered a meeting or hearing.
(c) 
In addition to the stipends listed above, the Chairperson of the Zoning Board of Appeals shall receive an additional stipend of $500 per year for serving as Chair.
