There is hereby established in accordance with the provisions of General Laws Chapter 43B, Section 13, the "Municipal Commission on Cultural Affairs."

(a) 
Appointment of members; Chairman. The Commission shall consist of 12 members, who shall be appointed by the Mayor. Two of said members shall be members of institutions of higher education but not more than one such member shall be from the same institution. Not less than seven of the remaining 10 members shall be residents of the City. The Mayor shall, during the month of July, annually designate the Chairman of the Commission.
(b) 
Terms of office of members.
(1) 
The initial appointment of the members of the Commission shall be as follows: Four members shall be appointed for a term ending June 30, 1987; four members shall be appointed for a term ending June 30, 1988; and four members shall be appointed for a term ending June 30, 1989.
(2) 
The respective successors of each such member and all appointments thereafter shall be for a period of three years. Each member shall serve until such time as his successor is appointed and qualified.

(a) 
The Commission shall advise and counsel the Mayor and the various City departments in matters pertaining to the arts and culture.
(b) 
The Commission shall assess the cultural and artistic needs of the City and shall develop such projects as will meet these needs.
(c) 
The Commission shall sponsor, arrange and participate in concerts, festivals, demonstrations, shows, performances, exhibitions and other programs of a cultural or artistic character. At each such event, the Commission shall display a banner indicating its sponsorship of said event.
(d) 
The Commission may establish such rules and regulations as it may deem prudent for the conduct of its business.
(e) 
The Commission may, in the name of the City and in its own name, receive gifts of property, both real and personal, subject to the approval of the City Council.
(f) 
The Commission may, in the name of the City and in its own name, receive gifts and contributions of money, solicited or unsolicited, during any and all events which it sponsors or in which it participates.
(g) 
The Commission may, in the name of the City and its own name, apply for and receive grants and funds from private and public sources, including grants from governmental agencies.
(h) 
The Commission may, in the name of the City and in its own name, annually conduct a fund raising drive, between July 1 and December 31, for the support of its activities.
(i) 
All gifts received by the Commission, from whatever source, shall be managed and controlled by the Commission for the purposes as herein set forth; provided, however, that any expenditure of funds, however obtained, shall be subject to appropriation by the City Council in accordance with the provisions of Section 53A, Chapter 44, of the General Laws.

The functions of the Commission shall be:
(1) 
To act as a clearing house and coordinator for cultural and artistic activities within the City;
(2) 
To compile and make available a listing of cultural and artistic activities in the City;
(3) 
To compile and make available a listing of cultural and artistic groups, individuals and organizations in the City;
(4) 
To advocate on behalf of the cultural and artistic individuals and groups in the City;
(5) 
To provide a forum of communication between members of the community and the cultural and artistic organizations within the City;
(6) 
To further the development and public awareness of, and interest in, the fine and performing arts; and
(7) 
To develop programs in the arts and cultural field and to encourage organizations to develop methods of reaching the community.
