There is hereby established in the City a principal department to be known as the "Information Technology Department" (IT).

The IT Department shall consist of the IT Director and such other employees as required for the efficient operation of the Department, subject to appropriation by the Mayor and City Council.

The IT Director shall be the head of the IT Department and have general supervision of the Department.

The IT Director shall be appointed by the Mayor, subject to confirmation by the City Council. The IT Director shall report to the Mayor. The IT Director shall be appointed for a term of three years, beginning on the first Monday in March, and shall serve until his/her successor is appointed and qualified; the Mayor shall make such appointments on or before the first day of February.

(a) 
The purposes of this Department are to support the City's operating units in their use of information technology (IT), to manage City and departmental information systems, and to recommend appropriate IT plans, standards and training so users may make full and effective use of information technology resources. The tasks involve working with senior managers and department heads to define the City's services and operational objectives, the appropriate cost effective information management strategies to achieve those objectives, the adoption of cohesive IT plans and standards, and the acquisitions, implementation and maintenance of information systems and related components. The Information Technology Director is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.
(b) 
This Department, led by the IT Director, develops a strong understanding of the strategic and functional objectives of each City operating unit; the interrelationship between various work units; their requirements for information, reliability, availability, security; the form (data, text, image and audio) and generic content of needed information; defines the necessary platform requirements; recommends to each manager the alternative solutions which best support the attainment of their operating objectives; and for approved programs, determines the most approved cost effective means for acquiring, implementing and maintaining approved solutions.
(c) 
The Department develops and administers the City's information system master plan, i.e., its purposes and objectives; adopted hardware, communications and software standards; application acquisition and development methodologies and tools; planned and allocated component facilities; provides for the connectivity and integration of systems and/or subsystems, plans and deploys applications, operating and security requirements, training needs and priorities for systems maintenance and new implementations. The IT Director shall present a report to the City Council by December 31 of each year updating the City's Information System Master Plan.
(d) 
The Director prepares and administers the Department budget, as well as providing cost benefit analysis regarding information system decisions to department heads and other decisionmakers.
(e) 
Develops specifications for purchase of hardware, software and related equipment and procures IT components as necessary; subject to appropriation, maintains effective staff to meet City IT requirements.
(f) 
Determines appropriate training programs to ensure that all City employees utilize the City's information technology resources effectively and efficiently.
