When a special permit is required for the operation of a used
car lot under the provisions of Section 3.4 of Article 3 of the Zoning
Ordinances, the City Council shall not grant a Class 2 motor vehicle
license as defined in Section 58 of Chapter 140 of the Massachusetts
General Laws until such special permit has been obtained for the property
in question.
