The fee for registration shall be seventy-five dollars ($75.00). Upon the payment of the registration fee, the taxi shall be subject to two inspections a year at the dates and times specified by the Chief of Police or his designee. If a taxi fails to meet the requirements of the scheduled inspections and must be reinspected, after corrective measures have been taken, an additional fee of $25 shall be charged for said reinspection.

Applications to set and use a vehicle as a taxicab shall be made to the Chief of Police upon forms provided by him. At the time of the filing of the application, the certificate of registration of the motor vehicle shall be presented.

All registration medallions and all registration cards expire annually on the last day of December. Applications for renewal of registration medallions shall be filed before December 15.

A registration medallion and card granted for a particular taxicab shall apply to no other vehicle except the one designated therein. Such registration medallion and card shall not be transferred without the consent of the Chief of Police.

A registration medallion and card to set up and use a vehicle as a taxicab may be granted by the Chief of Police to a corporation if it is incorporated under the laws of Massachusetts and maintains a usual place of business in the City.

With the applications for a taxicab medallion and card there shall be filed with the Chief of Police an automobile liability policy in form approved by the City Solicitor covering damage to personal property in an amount of at least $1,000 for each vehicle sought to be registered. In lieu of said policy, a surety bond in form satisfactory to the City Solicitor may be filed in the sum of not less than $5,000 covering all taxicabs sought to be registered.

(a) 
Upon payment of the fee of $75 provided for in this article, the Chief of Police shall annually issue a registration card, identifying the registered vehicle, bearing the name of the owner thereof, the date of issuance, and the date of expiration. Such card shall be conspicuously displayed inside the vehicle.
(b) 
In addition, the Chief of Police shall furnish a registration medallion bearing the legend "taxicab" and the number of the registration identification card issued to the applicant, such registration medallion shall be attached to the rear of the vehicle in a conspicuous place.
(c) 
All taxicabs in the City shall display an identity light on top of the taxicab which shall be visible from the front and rear and shall be illuminated at night. Such identity light shall be of such color as the Police Department shall approve and the word "taxi" shall be lettered thereon in such color and be of such size as the Police Department shall approve. The cylinder for the identity light shall be at least 10 inches long. No person or corporation owning a taxicab registered under this article shall permit his taxicab to be painted in any color or colors already in use by another taxicab company in the City.

All taxicabs registered in the City shall have the name, trade name, and telephone number of the owner and the word "Waltham" painted on both sides of the exterior body of the taxicab in standard letters not less than four (4) inches high and 1/2 inch wide.

No person owning or in charge of a taxicab registered under this article shall permit the taxi to be operated by any person not licensed under Article II of this chapter.

The Chief of Police may suspend or revoke any registration issued under this article for the violation of any law, ordinance, rule or regulation having a reasonable relationship to the conduct of the registered business. The sanction imposed pursuant to this section shall be reasonable in relation to the offense.
