The members of the Village Board shall be elected and serve
a four-year term as provided by statute. The Village Board shall be
the legislative division of the Village government and shall perform
such duties and have such powers as may be authorized by statute.

The regular meetings of the Village Board shall be held in the
Village board room on the second and fourth Wednesdays in each month
at the hour of 7:00 p.m. If the regular meeting falls on a legal holiday,
the meeting shall take place on the next day at the same hour and
place. Adjourned meetings may be held at such other times as the Village
Board may determine.

Special meetings of the Village Board may be called by the President
or two Trustees, provided that written notice of the meeting is given
to each member of the Village Board at least 24 hours before the time
set for the meeting. In case all the elected members of the Village
Board are present at any special meeting, then the requirement of
notice shall be unnecessary and shall be deemed waived.
The President shall be the presiding officer of the Village
Board at all regular or special meetings and when the Village Board
meets as a committee of the whole.
A majority of the elected members of the Village Board shall
constitute a quorum thereof. No ordinance shall be passed except upon
the favorable vote of a majority of the elected members, as provided
by statute.
The Village Clerk shall keep the minutes and records of the
Village Board proceedings.

The President of the Village, with the aid of the Village Administrator
and the Village Clerk, shall set an agenda which sets forth the items
of business to be considered for each meeting of the Village Board
in accordance with applicable laws.
No vote or action of the Village Board shall be rescinded at
any special meeting unless there are present at the special meeting
as many members of the Village Board as were present at the meeting
when the vote or action was taken, as provided by statute.
At the request of any two members of the Village Board, any
resolution submitted to the Village Board shall be reduced to writing
before being voted on.
No person other than the President or a member of the Village
Board shall address that body at any special or regular meeting of
the Village Board except on consent of a majority of the members present.
Robert's Rules of Order shall govern the deliberations
of the Village Board except when in conflict with any of the foregoing
rules.
The rules of order, other than those prescribed by statute,
may be suspended at any time by the consent of a majority of the members
present at any meeting.
