It shall be the duty of every person in possession, charge or control of any place in or from which garbage is created, accumulated or produced to provide, and at all times keep in a suitable place readily accessible to the garbage collector, garbage containers capable of holding all garbage which would ordinarily accumulate on such premises between the time of successive collections. Liquid garbage shall not be deposited in such containers except in a sealed container. Kitchen garbage shall be drained of all moisture and completely wrapped in paper or plastic before it is placed or deposited in garbage containers.
No garbage containers or other containers for refuse, other than those of the Village, shall be placed, kept, stored or located within the right-of-way of a street or alley.
