The subgrade shall be tamped or rolled until thoroughly compacted
to a depth sufficient for the placement of a minimum three-inch sand
base. The sand base shall be tamped or rolled until thoroughly compacted.
At locations where a sidewalk is constructed at entrances, the sidewalk
shall be thickened to the thickness of the adjacent entrance or driveway
pavement.
Side forms shall be of lumber of not less than two-inch nominal
thickness or of steel of equal rigidity. They shall be held securely
in place by stakes or braces with the top edges true to line and grade.
Forms for the sidewalk aprons shall be set so that the slab will have
a uniform fall between the sidewalk proper and the curb grade. Forms

After the concrete has been cured, the spaces along the edges
of the sidewalk shall be backfilled to the required elevation with
approved material. The material shall then be compacted until firm
and the surface neatly graded.
The following sections of the Illinois Department of Transportation,
Standard Specifications for Road and Bridge Construction, are hereby
adopted as a part of these specifications:

A. Any person owning land within the Village may apply, upon forms to
be available at Village Hall, for permission to repair, replace or
construct public sidewalks along the right-of-way immediately adjacent
to such landowner's property. The Village Administrator is directed
to create and make available suitable application forms for said purpose.
B. Upon approval of an application to repair, replace or construct public
sidewalks, the Village shall determine the cost of the materials needed
in connection therewith and the applicant shall deposit with the Village
Clerk sufficient funds to cover said materials.
C. The Village shall adopt, by resolution, appropriate standards and
specifications for the construction of sidewalks and make the same
available at Village Hall. All work performed by or on behalf of property
owners seeking permission to repair, replace or construct public sidewalks
hereunder shall comply, in all respects, with Village construction
standards and specifications.
D. The deposit of funds required by Subsection
B shall be returned to the party posting the same, upon the completion of the sidewalk in accordance with the specifications set forth in Subsection
C. In addition, provided that there are funds in the Village budget, upon approval of the completed sidewalks by the Village and proof of payment for the materials, the Village shall reimburse the property owner for the costs of the materials used in the repair, replacement or construction of the public sidewalks, up to and including the amount deposited pursuant to Subsection
C.
