A.
Whoever violates any provisions of this chapter for which no other penalty is specified shall be subject to the penalty set forth in § 10-99 of the Code.
B.
Any person violating the provisions of Article II, including any parent or legal guardian who has failed to exercise proper parental responsibility, shall be subject to the penalties set forth in § 10-99 and the payment of any damages for each offense of willful and malicious destruction of property committed.
