The source of the revenues for retiring debt services, capital expenditures, operation and maintenance of the public sewerage works shall be a sewer benefit charge assigned to owners of benefitted property located within each applicable sewer district established by the Town according to a formula set forth in the following schedules, which schedules are attached hereto and made a part thereof.
A. 
Sewer benefit charges shall be determined by the Town Board for each sewer district established by said Town on a year-to-year basis. The Town Board reserves the right, from time to time, to change sewer benefit charges originally or previously assigned to any property owner.

For computer billing purposes, one unit equals $1,000 of benefit assessment. Periodically, the charge per unit is determined by the Town Board and is collected at the per-unit rate for each $1,000 of benefit assessment. The benefit assessment used for sewer billing is not in any way connected with the property tax assessments.
D. 
The Town Board reserves the right to modify the assessment of the benefit charges for commercial activities proportionate to their size and nature of activity on a fair and equitable basis, consistent with the above.
