As used in this article, the following terms shall have the
meanings indicated:
EMERGENCY
Any weather condition which requires a mobilization of City
resources as it relates to the City streets, roadways and sidewalks
in order to ensure efficient traffic flow and for the safety and convenience
of the citizens of the City of Washington and persons using City of
Washington roadways, streets and sidewalks.
Snow emergency signs prohibiting parking and/or flow of traffic
and/or directing the same shall be posted on the following streets,
alleys and roadways:
A. City-maintained streets.

West Wheeling Street (Main to Franklin).

Franklin Street (Maiden to Chestnut).
(13)
Hall Avenue (Jefferson to Walnut).

East Wylie Avenue (I-70 to Summerlea).
(16)
Summerlea Avenue (Henderson to Tyler).
B. State-maintained streets.

West Chestnut Street (Jefferson to City Line).
(3)
College Street (Highland to Maiden).
(4)
Hayes Avenue (City Line to West Chestnut).

Henderson Avenue (to City Line).

Highland Avenue (Locust to Main).
(7)
Jefferson Avenue (Maiden to City Line).

Locust Avenue (Highland to City Line).

Maiden Street (Jefferson to City Line).

Main Street (North and South to City Lines).

Murtland Avenue (Ridge to City Line).

No person shall park or allow to be parked or otherwise operate
a motor vehicle in the City of Washington in contravention to the
provisions of this article.
In addition to all other powers granted to the Mayor and/or
any other City officials, employees or representatives by the laws
of the Commonwealth of Pennsylvania, it shall be unlawful to park
or operate a motor vehicle in the City of Washington contrary to the
aforesaid posted signs during times of weather alert or emergency.
During any snow emergency or weather alert, parking shall be
restricted to one side of any City street or roadway, but only where
such parking is allowed, as follows:
A. On even calendar days, parking is permitted on the even side of the
street until 6:00 p.m. After 6:00 p.m., vehicles must be moved to
the odd side of the street.
B. On odd calendar days, parking is permitted on the odd side of the
street until 6:00 p.m. After 6:00 p.m., vehicles must be moved to
the even side of the street.
The Mayor and/or City Administrator shall have the power to
declare a weather alert and/or emergency for purposes of this article.
Any violation of this article shall cause the subject motor
vehicle(s) to be towed at the sole cost and expense of the owner and
operator. In addition, any violation of this article shall be punishable
by a fine in the amount of $100 and, upon failure to pay said fine,
imprisonment in the Washington County Jail for a period not to exceed
30 days.
