The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
No person shall stop, stand or park a vehicle
within 15 feet of a fire hydrant except when such vehicle is attended
by a licensed operator or chauffeur who is seated in the front seat
and who can immediately move such vehicle in case of emergency, unless
a different distance is indicated by official signs, markings or parking
meters.
Except as otherwise provided in this chapter,
no vehicle shall be parked on any Village street for more than eight
hours between 7:00 a.m. and 12:00 midnight.

A. No person shall stop, stand or park a vehicle, except when necessary
to avoid conflict with other traffic, or when in compliance with law
or the directions of a police officer or official traffic control
device, in the following specified places:
(1) On the roadway side of any vehicle stopped, standing or parked at
the edge of a curb or street.
(3) Within an intersection, except when permitted by official signs or
parking meters on the side of a street opposite a street which intersects
but does not cross such street.
B. No person shall stand or park a vehicle, whether occupied or not,
except momentarily to expeditiously unload or load passengers:
(1) In front of, or within three feet of the edge of a public or private
driveway, except that it shall be permissible for the owner, lessor
or lessee of the lot accessed by a private driveway to park a passenger
vehicle registered to him/her at that address in front of such driveway,
provided that such lot does not contain more than two dwelling units
and further provided that such parking does not violate any other
provision of the Vehicle and Traffic Law or local law or rule concerning
the parking, stopping or standing of motor vehicles.
(2) In an officially designated and appropriately posted bus stop, except
for an authorized bus.
(3) In any fire lane designated and marked as such.

A. Except where angle parking is authorized, every vehicle stopped,
standing, or parked upon a street shall be so stopped, standing, or
parked within 12 inches of the curb or edge of the roadway.
B. Except where angle parking is authorized, every vehicle stopped,
standing, or parked upon a street shall be so stopped, standing, or
parked with the passenger side right-hand wheels of such vehicle parallel
to the curb or edge of the roadway in the direction of authorized
traffic movement.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§
264-87), attached to and made a part of this chapter.

The Police Department or the Department of Public Works may
establish temporary restrictions on parking for special events, public
emergencies, construction activity, or for other reasons as deemed
necessary by posting temporary "No Parking" signs in such locations.
No person shall park a vehicle in a designated temporary "no parking"
area.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§
264-88), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§
264-89), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§
264-90) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§
264-91) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park or stand a vehicle during the times specified in Schedule XVII (§
264-92) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§
264-93) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.

An active parking permit is required for any vehicle to park upon any of the streets or parking lots specified in Schedule XXXII (§
264-105.2), during the hours and days described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§
264-94), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

Only official police vehicles shall use the parking spaces described in §
264-105, attached to and made a part of this chapter, which are hereby reserved for the use of police agencies on official business.

Only official ambulance or EMS vehicles shall use the parking spaces described in §
264-105.1, attached to and made a part of this chapter, which are hereby reserved for the use of emergency medical service agencies on official business.
The locations described in Schedule XX (§
264-95), attached to and made a part of this chapter, are hereby designated as loading zones.

A. Designation
of taxicab stands: Pursuant to this section, the Board of Trustees
may designate streets or portions of streets within the Village as
taxicab stands and shall cause such stands to be marked and indicated
by suitable signs. This designation is subject to approval by the
County Legislature under Chapter 85-24 of the Administrative Local
Laws of Broome County.
B. The locations described in Schedule XXI (§
264-96), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXII (§
264-97), attached to and made a part of this chapter, are hereby designated as bus stops.

A. No person shall stop, stand or park in spaces clearly marked for use by the handicapped, including the handicapped parking access aisle, as more fully identified, described and set forth in Schedule XXIII (§
264-98), without a special vehicle identification parking permit, a special municipal parking permit or whose motor vehicle is not registered in accordance with § 404-a of the Vehicle and Traffic Law of the State of New York and being used for the transportation of a handicapped person; or with such permit or registration and such person is not one to whom the permit or registration was issued or is not transporting the person issued the permit or registration.

B. Failure to display handicapped permit. No person shall stop, stand or park in spaces clearly marked for use by the handicapped, including the handicapped parking access aisle, as more fully identified, described and set forth in Schedule XXIII (§
264-98), without displaying a special vehicle identification parking permit or a special municipal parking permit on the vehicle's dashboard or rearview mirror.

C. A violation of Subsection
A or
B of this section shall be subject to the fines and additional penalties as set forth in §
264-64, or as set forth in New York State Vehicle and Traffic Law § 1203-c, whichever are higher.
Municipal parking lot fees shall be in the amounts
fixed by the Village Board upon resolution.

A. Parking restricted on designated streets after snowfall.
No owner or operator of a motor vehicle shall park the same unattended
on designated Village streets or highways within the Village of Johnson
City following any snowfall of two inches or more until said street
or highway shall have been plowed by or at the direction of the Department
of Public Works of the Village of Johnson City. Any two-inch snowfall
shall, for the purpose of this section, constitute a snow emergency.
B. Towing away of vehicles. The motor vehicles in violation of Subsection
A hereof may be towed away, by or at the direction of the Chief of Police or the Director of Public Services or his designee of the Village of Johnson City, and impounded until reasonable towing and storage costs are paid, in accordance with the provisions of Article
V, Removal and Storage of Vehicles.

C. Signs. The Chief of Police shall maintain reasonable
and appropriate signs on such designated streets or highways between
November 15 and April 15 of each year stating "Emergency Snow Routes,
No Parking After a Two Inch Snowfall Until Plowing Operations Have
Ceased."
D. Designation of emergency snow routes. After a snowfall of two or more inches, no person shall park a vehicle upon the streets and highways specified in Schedule XXVIII (§
264-103), attached to and made a part of this chapter.

The parking of vehicles is hereby prohibited
on all Village streets and municipal parking lots unless such vehicle
shall have a current inspection certificate and a current certificate
of registration.
