A. 
When any vehicle is parked or abandoned on any highway or in a municipally controlled parking area within the incorporated limits of this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or municipally owned parking area upon which said vehicle is parked or abandoned, said vehicle may be removed by the Police Department of the Village of Lancaster.
B. 
When any vehicle is found unattended on any highway or in any municipally controlled parking area within the incorporated limits of this Village, where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Police Department of the Village of Lancaster.
C. 
When any vehicle in any municipally controlled parking area is parked beyond the period of legal parking time as posted or established by this chapter or is parked in a prohibited area as posted or is parked in such manner as to obstruct traffic or to prevent the removal of snow from the immediate area, said vehicle may be removed by the Police Department of the Village of Lancaster.
After removal of any vehicle as provided in this article, the Police Department may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon the payment of the amount of all expenses actually and necessarily incurred in effecting such removal, together with any charges for storage.
The Police Department shall, without delay, report the removal and the disposition of any vehicle removed as provided in this article to the owner of said vehicle and shall notify him of the amount which will be required to redeem the same.
