A. 
Any person owning a building served by an on-lot sewage disposal system shall have the septic tank pumped by a qualified pumper/hauler within the ninety-day sewer hook-up notification for public sewer residents. Notification of such shall be provided by the Borough Office at the time of hook-up notification for public sewer residents. If an on-lot system resident can prove that his/her system has been pumped and maintained within one calendar year previous to the notification date, he/she may be exempt from the ninety-day pumping requirement.
B. 
Thereafter, that person shall have the tank pumped at least once every four years. Receipts from the pumper/hauler shall be submitted to the Borough Office and records thereof maintained by the Secretary of Jefferson Borough.
C. 
The required pumping frequency may be increased at the discretion of the Borough if the septic tank is undersized, if solids buildup in the tank is above average, if the hydraulic loading of the system increases significantly above average, if the system malfunctions, or for other good cause shown.
