[Adopted as Ch. 13, Subch. I, of the 1999 Municipal Code]
A. 
Village Board responsible. The Village Board shall manage, operate and control the Hollandale Water Utility and the Hollandale Sewer Utility.
B. 
Supervision. The Director of Public Works shall have charge of the wells, pumping stations, transmission and distribution lines, tanks, service and meters, sewerage system and such other work as the Village Board may direct.
The application of this article and its rules, regulations and rates shall apply to all persons residing within the corporate limits of the Village and any person by attachment to the sewerage and/or water systems or otherwise by contract or agreement coming within the Village sewer and water service area subsequent to the effective date hereof and all entities hauling wastes or trucking wastes and discharging to the sewerage system.

A. 
Receipts. All utility receipts shall be collected by the Clerk-Treasurer. Delinquent sewer and water charges shall be collected pursuant to the provisions of §§ 66.0821 and 66.0809, Wis. Stats.
B. 
Expenditures. The Clerk-Treasurer shall pay all utility expenditures, as provided in § 66.0607, Wis. Stats.
The construction and maintenance of all sewer and water facilities of the Village shall conform to standards and requirements established by the Director of Public Works in accordance with the provisions of the latest edition of "Standard Specifications for Sewer and Water Construction in Wisconsin," which are adopted by reference and made a part of this article.

Required. Pursuant to § 281.45, Wis. Stats., all buildings used for human habitation and located adjacent to a sewer main or water main, or in a block through which such system extends, shall be connected to the Village sanitary sewer system and/or water system within 10 days after the Clerk-Treasurer shall give notice in writing to the owner of any such building that such building shall be connected to the Village sanitary sewer system.
B. 
Penalties. Any person who fails to comply with the provisions of this section for more than 10 days after notice to connect is given shall be subject to a forfeiture of $10 for each day such person shall not be in compliance herewith, not to exceed $500, and the Village may cause connection to be made and the expense thereof shall be assessed as a special tax against the affected property.
