This article shall apply to the entire sewer system of the Village
of Lancaster, New York.
The sewer system of the said Village of Lancaster, for which
sewer rents are hereinafter established and imposed, shall include
the sewers; manholes; intercepting sewers; sewage pumping, treatment
and disposal works; and any other plants, works or equipment and accessories
within the Village which are used or useful in connection with the
collection, treatment or disposal of sewage and waste and which are
owned, operated or maintained by the Village as part of the public
system.

A. In addition to any other fees or charges provided by law, the owner
of any parcel of real property shall pay a sewer rent.
B. Rates.

(1) Subject to Subsection
C, annual sewer rent for single-family dwellings or properties with a classification of "210" shall equal the sum of the following: an amount equal to $1.15 per linear foot of frontage and an amount equal to 0.00110 of assessed value of said parcel.
(2) Subject to Subsection
C, annual sewer rent for two-family dwellings or properties with a classification of "220" shall equal the sum of the following: an amount equal to $1.15 per linear foot of frontage and an amount equal to 0.00220 of assessed value.
(3) Annual sewer rent for a three-family multiple unit or properties
with classification codes ranging from "230" through and including
"299" shall equal the sum of the following: an amount equal to $1.15
per linear foot of frontage and an amount equal to 0.00235 of assessed
value.
(4) Annual sewer rent for commercial properties or properties with classification
codes ranging from "400" to "499" shall equal the sum of the following:
an amount equal to $1.15 per linear foot of frontage and an amount
equal to 0.00235 of assessed value.
(5) Annual sewer rent for recreation and entertainment properties or
properties with classification codes ranging from "500" to "599" shall
equal the sum of the following: an amount equal to $1.15 per linear
foot of frontage and an amount equal to 0.00235 of assessed value.
(6) Annual sewer rent for community service properties or properties
with classification codes ranging from "600" to "699" shall equal
the sum of the following: an amount equal to $1.15 per linear foot
of frontage and an amount equal to 0.00235 of assessed value.
(7) Annual sewer rent for industrial properties or properties with classification
codes ranging from "700" to "799" shall equal the sum of the following:
an amount equal to $1.15 per linear foot of frontage and an amount
equal to 0.00290 of assessed value.
C. The maximum annual sewer rent for single-family dwellings or properties
classified as "210" shall be $225, and the maximum annual sewer rent
for two-family dwellings or properties classified as "220" shall be
$400.

There shall be imposed an additional charge of 10% for the failure
to pay any sewer rent bill during the period when due, and each charge
remaining unpaid shall be added on to the following bill simultaneously
with water meter billing.
On or before the first day of May in each year, the Village
Clerk-Treasurer shall submit to the Board of Trustees a statement
showing the names of the owners of property who have not paid the
sewer rent as provided or prescribed herein and the amount of such
delinquency. Such amounts shall be levied as taxes upon the several
properties owned by the persons named in such statement and shall
be shown in a separate column in the tax roll under the name of "Sewer
Rents." Such sewer rents may also be collected in the manner prescribed
in Subdivision 4 of § 452 of the General Municipal Law.
