The Village shall ordinarily levy and collect special assessments
upon abutting and benefitting property for the actual cost of any
new or replacement sanitary sewer or water main improvement.
Assessable costs may include the direct and indirect costs of
the work or damages occasioned by the work; the interest on bonds
or notes issued in anticipation of the collection of assessments;
a reasonable charge for administrative services; the cost of any architectural,
engineering and legal services; and any other item of direct or indirect
cost which may reasonably be attributed to the proposed work.
The amount to be specially assessed against any property for
such work shall be apportioned among individual parcels in the manner
designated by the Village. The Village shall be guided by the following:
A. Single frontage. For parcels having frontage abutting a sewer or
water main on one side, the assessable frontage shall be equal to
the entire length of the frontage abutting the sewer or water main.
B. Corner parcels. For parcels having frontage abutting a sewer or water
main on two adjacent sides, the assessable frontage shall be equal
to the sum of both sides, less 75% of the short side, up to a maximum
credit of 150 feet.
C. Multiple-frontage parcels. For parcels having frontage abutting a
sewer or water main on three sides, the assessable frontage shall
be equal to the sum of the three sides, less 75% of the shortest side,
up to a maximum credit of 150 feet, and less 75% of the second shortest
side, up to a maximum credit of 150 feet.
D. Double-frontage parcels. For parcels having frontage abutting a sewer
or water main on two opposite sides, and having a distance between
those sides of less than 400 feet, the assessable frontage shall be
equal to the longer of the two sides. For parcels having a distance
between those sides of greater than 400 feet, the assessable frontage
shall be equal to the sum of both sides.
E. Minimum assessable footage. The minimum assessable frontage for any
parcel, regardless of actual frontage, shall be 75 feet.
