As a complete alternative to Village construction of sewer and
water improvements and special assessments, the Village may, in its
sole discretion, allow a property owner to construct sewer and water
improvements for subsequent dedication to and acceptance by the Village.
All such sewer and water improvements shall be located in a
public right-of-way dedicated to the Village of Greenville or an easement
granted to the Village. The Village may require the public right-of-way
or easement to be shown on a plat or certified survey map.
All such sewer and water improvements shall be shown on plans
and drawings prepared by a State of Wisconsin licensed engineer. The
Village Engineer shall review and approve all plans and drawings,
and the Village shall be reimbursed for the cost of such review and
approval.
The construction of all such sewer and water improvements shall
be inspected by the Village. The Village shall be reimbursed for the
cost of such inspection.
Before Village acceptance of the sewer and water improvements,
the property owner shall provide the Village with a list of all potential
lien holders and lien waivers for each potential lien holder.
In the event that a sewer or water improvement is privately
constructed and, by necessity, abuts and benefits parcels not owned
by the constructing party, the Village, in its discretion, may agree
to recover all or any portion of the actual cost of construction adjacent
to such abutting and benefitting parcels, on behalf of the constructing
party. The constructing party shall be reimbursed at the time of connection
of the abutting and benefitting property, except that in no event
shall a constructing party be reimbursed after 10 years from the date
the Village accepts the sewer or water improvements from the constructing
party.
