The fire department shall be subject to such further rules and
regulations as the council may from time to time make and adopt.

The council may equip the fire department with such apparatus,
paraphernalia and outfit and make such provisions for the accommodation
thereof and of the members of the fire department as the council may
from time to time, by resolution or by ordinance, deem wise and necessary.

The Chief Engineer shall inspect the fire apparatus and equipment of the Department at least once a month, also the firehouse or houses, and shall keep and shall furnish the Chief with a report of such inspection, and this record shall be part of the Chief's monthly report to the Council, as provided in Section
10-24 of this chapter. In the absence of the Chief Engineer, his duties shall be performed by the Assistant Engineer.

(a) No apparatus of the Fire Department shall be taken outside the limits
of the Borough for parades or other social arrangements, except upon
the prior approval of the Chief, with the prior concurrence of the
Council.
(b) No apparatus of the Fire Department shall be taken outside the limits
of the Borough for firefighting purposes in another municipality,
except upon request of the Chief or officer in charge of the Fire
Department of such outside municipality and upon the order of the
Chief of the Fire Department of the Borough or other officer then
in charge thereof.

The Clerk of the Borough shall keep a record of the present
and future members of the Fire Department, which record shall consist
of the name and age of the fireman, the time admitted to the Department,
his attendance at fires and drills as reported by the Chief and such
other information as the Council may from time to time direct. Such
record shall be in permanent form.

The Chief shall submit a written monthly report, through the
Fire Committee, to the Council, reporting in detail all fires and
drills during the month and including a detailed record of attendance
of the individual members at each of said fires and drills and a statement
of other matters of importance. He shall see that an exact duplicate
copy of that part of the report which records the attendance at fires
and drills is posted in the apparatus room of the firehouse.
