As used in this article, the following terms shall have the
meanings indicated:
ABANDONED MOTOR VEHICLE
And refer to a motor vehicle, as defined in N.J.S.A. 39:1-1,
found on any lands and not bearing current registration plates and
not currently used for transportation.

The Council hereby finds, determines and declares that the keeping,
storage or abandonment of:
(a) Any abandoned motor vehicle, or
(b) Any unused machinery or equipment, upon lands within the limits of
the Borough is a nuisance and contrary to the public health, safety
and welfare of the inhabitants of the Borough in that the exposure
to view of such motor vehicles and unused machinery or equipment is
unsightly and detrimental to the character and appearance of the Borough,
provides a breeding place for vermin and is otherwise inimical to
the health, safety and welfare of the public.

No person shall keep, store, abandon or leave upon any lot or
parcel of private property within the Borough any abandoned motor
vehicle or any unused machinery or equipment.

No owner or occupant of any private lands or premises shall
permit or suffer any abandoned motor vehicle or unused machinery or
equipment to be parked, left, stored or maintained on his lands or
premises.

Nothing contained in this article shall be construed as repealing
or amending any provision of the Zoning Ordinance of the Borough.
