(a) 
After completion of six months' employment, each regular full-time employee shall be entitled to an allowance of three work days' leave upon written request and approval of the department head, for the following reasons:
(1) 
Court subpoena.
(2) 
Marriage of the employee.
(3) 
Personal business, which cannot be attended to outside work hours.
(4) 
Established religious days.
(b) 
Unused personal days may not be accumulated from one calendar year to the next, nor may they be taken in lieu of vacation days, nor may they be added to vacation periods without approval by the employee's department head and the Borough Council.
(c) 
Effective January 1, 2005, personal leave shall be taken in increments of 1/2 day.
(d) 
Any employee who is on disciplinary suspension for 15 days or more will have his/her personal days frozen during the period of suspension and for 15 days after returning to work.
