1. 
Only the following person or persons shall construct repair, alter or remove building drains, building sewers or make connections therefrom to a public sewer:
a. 
Regular employees of the Borough or a contractor, employed by the Borough, holding a State of New Jersey plumbing license or to whom the Borough Board of Health has issued a license to practice plumbing in the Borough.
b. 
Any person holding a State of New Jersey plumbing license or who shall have been licensed by the Borough Board of Health to practice plumbing in the Borough of Morris Plains during the period of the license and under conditions of the license, provided that no connection to a public sewer shall be made by such persons without a building sewer permit issued by the Plumbing Inspector and/or Sewer Inspector.
2. 
The following regulations shall apply to licensed plumbers who construct building sewers:
a. 
Each licensed plumber who constructs building sewers shall file with the Board of Health a performance and guaranty bond, which shall remain in full force for at least Each licensed plumber who constructs building sewers shall file with the Board of Health a performance and guaranty bond, which shall remain in full force for at least thirteen (13) months from the date of filing, in the amount of not less than one thousand dollars ($1,000.), in form and with surety satisfactory to the Board of Health. Such surety shall include that the licensee shall indemnify the borough for any negligence or omission of the licensee or his agents, while operating under the license; that the licensee shall reimburse the borough for any expense to said borough arising from any injury or damage to any sewer or other property of said borough or by reason of any violation by the licensee or his agents of any requirement of these regulations; the licensee shall faithfully execute all work required under the license as granted; that the licensee shall restore that portion of any street or public place in which the licensee may have made an excavation incidental to his work to as good a condition as it was prior to said work and also shall maintain said street or public place in like good condition to the satisfaction of said borough for a period of six (6) months after said restoration; that the licensee shall reimburse the Borough or the County of Morris or State of New Jersey for the expense of repairs to any street or public place made necessary by reason of any excavation made by the licensee; and that the licensee shall comply with all rules, regulations, laws, ordinances, etc., relative to work in public streets and public places.
b. 
Each licensed plumber who constructs building sewers shall file with the Board of Health a certificate or certificates of public liability insurance in the amount of six thousand/one hundred thousand dollars ($6,000./$100,000.) and property damage insurance in the amount of ten thousand dollars ($10,000.), which shall remain in full force for at least thirteen (13) months from the date of filing. The municipality shall be included as an assured, or, in lieu thereof, the licensed plumber shall file with the Board of Health an owner’s protective liability and property damage insurance policy in the same limits as aforementioned.
c. 
Each licensed plumber who constructs building sewers other than a property owner performing his own work shall file with the Board of Health a certificate or policy covering workmen's compensation insurance, which shall remain in full force for at least thirteen (13) months from the date of filing.
