All structures, pens, buildings, stables, coops or yards wherein
animals or fowl are kept shall be maintained in a clean and sanitary
condition, free of rodents, vermin and objectionable odors, and shall
not be kept within such proximity of dwelling houses or in any manner
so as to become a nuisance.

The Chief of Police shall, upon complaint or his own initiative,
inspect premises upon which animals or fowl are kept to ascertain
whether the conditions are sanitary or if for any reason a nuisance
is caused thereby. If the Chief of Police determines that conditions
are unsanitary or a nuisance does exist, he shall so notify the owner
or occupant of the premises and it shall thereafter be unlawful to
keep such animal or fowl upon the premises.
Any person who shall violate any of the provisions of this article shall, upon conviction of such violation, be subject to a penalty as provided in §
1-4 of this Municipal Code.
