The purpose of this Part is to provide for the continued maintenance of those areas of the Borough where major educational institutions are presently located by permitting only those kinds of uses and related activities.

Land and buildings in an Institutional District shall be used for the following purposes only:
A. 
Accessory buildings and uses customarily incidental to the below when located on the same lot.
B. 
Emergency services station.
C. 
Essential services.
D. 
Fraternities and sororities.
E. 
Municipal or governmental buildings and uses.
F. 
Nature preserve.
G. 
No-impact home-based business.
H. 
Place of worship.
I. 
Public and private educational institutions and schools for academic instruction and any and all accessory activities and uses, such as academic offices.
J. 
Public or private nonprofit park, playground or recreation area.
K. 
Single-family detached dwellings.
L. 
Student housing, institutional; and staff housing.

The following uses are permitted by special exception:
A. 
Cemeteries.
B. 
Conversion apartments, only if they are an accessory use to a permitted institutional use.

1. 
Minimum area: 8,000 square feet.
2. 
Minimum width at the build-to line: zero.
3. 
Build-to line: 20 feet.
4. 
Side yards: 20 feet, with the exception of student and staff housing and single-family detached dwellings, which uses shall have a minimum side yard requirement of 10 feet.

Rear yards: 20 feet minimum.

Maximum lot coverage: 60%.
7. 
Minimum green area: 40%.

Minimum Building Height. No building shall be less than 24 feet in height.
2. 
Maximum Building Height. No building or structure shall have a building height in excess of 60 feet, except as allowed or modified pursuant to § 27-1511 of this chapter.

In addition to the requirements contained in this Part, development in the Institutional-1 District as shown in Exhibit A[1] shall meet the requirements contained in Part 19, Streetscape Enhancement Overlay District.
