The provisions of § 66.0435, Wis. Stats., and Ch.
SPS 326, Wis. Adm. Code, and the definitions therein are hereby adopted
by reference. To ensure uniformity between City of Lancaster ordinances
and State of Wisconsin regulations, any future amendments, revisions
or modifications of the statutes and Wisconsin Administrative Code
incorporated herein are made a part of this chapter.
In addition to the duties of the mobile home park operator or
manager as described in Ch. SPS 326, Wis. Adm. Code, the following
shall apply:
A. The mobile home park operator or manager shall furnish information
to the City Clerk/Treasurer on mobile homes added to the park within
five days of their arrival, on forms furnished by the City Clerk/Treasurer.
B. The mobile home park operator shall request the City Clerk/Treasurer
to assign a street address to each mobile home. Said address shall
correspond with the lot number as shown on the mobile home park plan.
The park operator shall display said address in a manner easily visible
from the street.
All plumbing, HVAC, electrical, building and other work on or
at any licensed mobile home park or at or within any mobile home,
within or outside of a mobile home park, shall be in accordance with
this chapter and the requirements of the City of Lancaster Building
Code.
Applications for a conditional use permit shall include mobile
home park plans which clearly show or provide the following items
of information:
A. Lot layout and pad locations.
C. Location of recreation areas.
D. Location and extent of related nonresidential uses (laundromat, shelter,
etc.).
E. Location of the mobile home park signage.
F. Traffic, parking, and access plans.
I. Landscaping and screening.
All mobile home parks shall provide a basement or a comparable
subsurface shelter suitable for sheltering mobile home park residents
in the event of a tornado or other natural or man-caused disaster.
Such a shelter shall be on the grounds of the mobile home park. The
shelter shall provide at least 30 square feet of available floor area
for each mobile home lot in the park.
The lawful nonconforming use or layout of a mobile home park
existing at the time of the adoption or amendment of this chapter
may be continued even though the use or layout does not conform with
the provisions of this chapter. However, only that portion of the
land in actual use may be so continued, and the park may not be extended,
enlarged, reconstructed, substituted, moved, or structurally altered
except when required to do so by law or order or so as to comply with
the provisions of this chapter.
