The Village finds that the management of stormwater and other
surface drainage within the Village of Greenville is a matter that
affects the health, safety, welfare and prosperity of the Village
of Greenville. Failure to effectively manage stormwater increases
erosion of lands and sedimentation of watercourses, damages residences
and businesses and increases the cost of maintaining other public
improvements such as roads and sewers. Those elements of a stormwater
system which provide for the collection and disposal of stormwater
are of benefit and provide services to all property within the Village
of Greenville, including property not directly served by the physical
elements of the system.
The Village may acquire, construct, lease, own, operate, maintain,
extend, expand, replace, clean, dredge, repair, conduct, manage and
finance such facilities as are deemed by the Village to be proper
and reasonably necessary for a system of surface water management.
These facilities may include, without limitation by enumeration, surface
and underground drainage facilities, sewers, watercourse, retaining
walls and ponds and such other facilities as will support a stormwater
management system.
The Village may fix and collect charges or fees and levy special
assessments to finance the cost of creating, operating and maintaining
a stormwater management system. The Village may borrow money and issue
municipal bonds to meet its obligations.
The Village, by its authorized employees or agents, may enter
upon all properties in the Village for the purpose of inspection,
observation, measurement, sampling, testing, construction or enforcement
of this chapter.
