For the purpose of this Part, "recreation places" shall mean
and include all parks, playgrounds, swimming pools and recreation
places, and protected nature preserves such as Lechauweki Springs
Park, now or after owned or maintained by the Borough of Fountain
Hill.

The rules and regulations herein set forth apply to all said
recreation places.

The said recreation places are for the benefit and pleasure
of the residents of the Borough of Fountain Hill, Pennsylvania, and
all persons who use said facilities shall be subject to the rules
and regulations herein set forth and amendments thereto.

The said recreation places or any of them may be closed during
such hours as Borough Council may deem appropriate, and all persons
found within said recreation place or places during said hours shall
be subject to the penalties herein provided.

1. No person shall commit any of the following acts within any of said
recreation places:
A. Commit any disorderly or immoral act;
B. Be intoxicated or drink any alcoholic beverages;
C. Throw, deposit, or drain any offensive substances of any kind, or
deposit paper, fruit, lunch baskets, or other refuse in any place
save in receptacles provided therefor;
D. Sleep on the ground or elsewhere, except in such places and at such
times which may be designated by the Borough Council;
E. Utter loud, profane, offensive, or indecent language;
F. Violate any rules and regulations adopted by Borough Council, provided
such rules and regulations are posted at least seven days in advance
in Borough Hall and in the recreation place to which they apply.

Rule 1. The playground supervisor, appointed by Borough Council,
and under the general direction of the Recreation Committee and the
Executive Secretary, shall coordinate and supervise activities for
adults, youths and children of the Borough. The Borough Council will
hire other staff to assist the playground supervisor in carrying out
his/her duties. The staff comprised of assistant supervisors and maintenance/hand-outs
will be under the general supervision of the playground supervisor.

Rule 2. All children, residents and nonresidents, under the
age of 18 years shall be required to register with the playground
supervisor or his/her designated staff prior to engaging in any Borough-sponsored
recreation activities. Nonresidents shall be permitted to participate
in these activities, provided that any entry fee of $20 per family
is paid in advance to the Borough of Fountain Hill. The fee shall
also cover the use of Borough-owned equipment. The playground supervisor
shall develop any forms practicable for assuring proper registration
of children and for handing out of the equipment.

Rule 3. The playground supervisor shall organize and coordinate
activities conducive for the development of a well- rounded recreation
program. The playground supervisor shall have the discretion in assigning
the use of the playground area such as the basketball courts and adjacent
open areas for conducting the following activities: children's arts
and crafts, preschool hour, bike time, stickball leagues, youth and
adult basketball, volleyball, touch football, Friday evening shows/contests,
soccer, ultimate frisbee, street hockey, adult softball, touch football
and camp-outs Olympics. This list is not a complete list, and it is
not intended to prohibit other activities as the playground supervisor
sees fit.

Rule 4. Whenever an activity as described in Subsection
1F(3) is scheduled, the playground supervisor shall have the authority to designate a specific portion of the playground and adjacent grass areas for Borough-sponsored activities. Activities so designated and assigned by the playground supervisor shall have priority over the general use of the playground area and other recreation area. The playground supervisor, and/or his/her designated assistants, shall have the authority to request children and adults not preregistered or scheduled to participate in such Borough-sponsored activities to leave the designated and assigned areas used for such activities until the activities are completed. Once the activities cease, the area may be utilized by the general public for its intended purpose.

Rule 5. It is encouraged that children and adults wear proper
attire suited for the individual activity in which they participate.
Mandatory at all time shall be the use of a protective footwear. No
barefoot activities shall be conducted on the playground. This will
also apply to unsupervised activities.
(6)
Rule 6. There will be no roller blades on the courts or other
areas during the hours the playground is open and supervised. The
days and hours of operation shall be posted at a visible place and
approved by the Recreation Committee.
(7)
Rule 7. Proper staff/children ratio shall be imposed for organizations
that request the use of the playground for activities. The playground
supervisor and/or his/her designee shall have the authority to promulgate
a reasonable ratio.
(8)
Rule 8. The playground supervisor and/or assistant supervisors
shall have the authority to enforce these rules or any other promulgated
rules applicable to the operations of the playground.
2. The following rules and regulations herein set forth apply to all
recreation places:
C. No loitering - 9:00 p.m. - 8:00 a.m.
F. No skateboards - 9:30 a.m. - 12:30 p.m. and 6:00 p.m. - 9:00 p.m.,
May - September.
G. No bikes - 9:30 a.m. - 12:30 and 6:00 p.m. - 9:00 p.m., May - September.
J. No fires
or cooking of food. (The Fountain Hill Little League shall be exempt
from this prohibition.)

3. The following rules shall apply to Lechauweki Springs Park, in addition to the rules prescribed in Subsection
2:
A. No fires or cooking of food.

F. No removal of any material.
G. No throwing of any material into pond.
H. No defacing stone walls, equipment, interpretive signs, gazebo, benches
and picnic tables.
K. No harming mammals, birds and fish.

Any person or persons violating any of the foregoing rules and
regulations shall, upon conviction thereof before the District Justice,
be sentenced to pay a fine of not more than $300 and costs of prosecution,
or to imprisonment in the county jail for not more than one day for
each $10 of the balance of unpaid fine and costs.

Dogs, cats and other pets are prohibited on recreation places
in the Borough of Fountain Hill, except in such places and at such
times which may be designated by Borough Council.
