There shall be a senior citizens commission to advise on the operation of Calendar House and to study the needs of senior citizens in the Town. The Commission shall consist of the Chairperson of the Town Council, the Town Manager, and the Director of Health, as ex officio members, and nine regular members to be appointed by the Chairperson of the Town Council. One member shall be the President of the Calendar House Membership Association or his or her designee. The other members so appointed shall be persons interested in the consideration and solution of problems of senior citizens. Membership on the Commission shall provide for and consist of representatives from clergy, business, labor, education, government, volunteer groups, and senior citizens themselves, including Calendar House participants.
A. 
The Senior Citizens Commission shall have the responsibility of setting up and implementing policy for the Calendar House. The Commission shall also have responsibility for reviewing and improvement of facilities for Calendar House operations, the approval or creation of activities/programs for senior citizens, the providing/improving/evaluation of transportation to meet the needs of senior citizens, and the making of such other policy decisions on matters as from time to time shall affect the affairs and interests of senior citizens of the Town.
B. 
In its planning capacity, the Senior Citizens Commission shall continually study the conditions and needs of senior citizens in the community in relation to housing, economic, employment, health, recreation, transportation, nutrition and other matters. It shall analyze services for senior citizens provided by the Commission, both by public and private agencies, and shall make recommendations to the Chairperson of the Town Council and the Town Council regarding the development and integration of such agencies in cooperation with the state and other like agencies to the fullest extent possible.
The members of the Senior Citizens Commission so appointed shall serve without compensation but shall be reimbursed for their necessary expenses.
The members of the Senior Citizens Commission shall serve for terms of three years for until their successors are appointed in accordance with § 147-1.
The Senior Citizens Commission may organize itself in whatever manner it may determine, from time to time, in order to carry out to the fullest extent possible the duties set forth in § 147-2.
