The City Fire Department shall consist of the Chief of the Fire
Department, the Fire Marshal, Fire Captains and such firefighters
and employees as the City Manager may from time to time determine
to be required for efficient fire protection in the City.

The Chief of the Fire Department shall have charge of the station
houses, vehicles, supplies and equipment of said department. He/she
shall have direct charge and supervision of all firefighters and shall
see that the equipment and property are kept in good order and condition
and that the department is active and vigilant in promptly answering
fire calls, extinguishing fires and protecting lives and property
within the City.

The Chief of the Fire Department may promulgate rules and regulations
for the government of the firefighters and department, subject to
approval by the City Manager, and may, subject to like approval, amend
or repeal any such rule or regulation or adopt new rules or regulations.

The firefighters and employees of the Fire Department shall
be appointed by the City Manager and shall serve at the will of the
City Manager.

Any firefighter may be removed, promoted, demoted or transferred
within the department at the will of the City Manager.

It shall be the duty of each firefighter to be responsive to
and obey all rules and regulations adopted for the Fire Department,
as herein provided, and all orders and directions of the Chief or
firefighter of superior rank. They shall, as directed, also serve
as inspectors or assistants in the carrying out and enforcement of
the provisions of this Code relating to public safety.
