The "R-3" One- and Two-Family Dwelling District (hereinafter known in this Article as the "R-3" District) is intended to allow single-family and two-family residential uses at a higher density than single-family zoning districts. This district also allows for non-residential land uses which provide services to the residential district on a conditional use permit basis.
