No person shall own, keep or harbor any dog within the City
limits unless such dog is licensed under the provision of this Article.

Written application for a license required by this Article shall
be made to the City Collector and shall state the name, address and
telephone number of the owner and the name, breed, color, sex and
distinguishing marks of the dog.

The annual fees for a license required by this Article shall
be two dollars ($2.00) for a male dog or spayed female dog and five
dollars ($5.00) for an unspayed female dog. The license fee shall
be paid to the City Collector at the time of making application for
the license.

All dog licenses shall be issued for one (1) year beginning
with the first day of May. The owner may apply for the license during
May without penalty for the delay but when an application which should
have been made by the first day of May is not made until after the
last day of May, the license fee shall be increased by fifty percent
(50%). If the applicant became the owner of the dog after the first
day of May, the license fee may be prorated to the nearest quarter
and the penalty for delinquency shall be added thirty (30) days after
the date when the license should have been procured.

The owner, at the time of the application for a dog license,
shall deliver to the City Collector a written memorandum, signed by
a licensed veterinarian, stating the name and address of the owner,
the name, breed, color and sex of the dog, and the date of the last
vaccination of the dog for rabies. The City Collector shall not issue
a license unless the dog, as shown by the memorandum of the veterinarian,
has been vaccinated for rabies and has at least one (1) full year
remaining of a three-year term on said vaccination, beginning with
the date of the veterinarian's certificate.

The City Collector shall issue a receipt and a numbered metallic
or plastic tag for each dog licensed pursuant to this Article and
shall maintain for three (3) years, two (2) records of such receipts
and tags, one arranged alphabetically by the name of the dog owner
and the other arranged numerically by tag number. Such records shall
be open to public inspection at all business hours.

The owner shall keep on the dog at all times when the dog is
not inside a private building a collar or harness, and the tag issued
pursuant to this Article shall be affixed to the collar or harness
in such a manner that the tag can be easily seen.

No person shall use any dog tag for any dog other than the dog
for which it was issued.

If a license issued pursuant to this Article is destroyed or
lost, a duplicate or replacement license may be obtained from the
City Collector for a fee of fifty cents ($0.50).

The provisions of this Article shall not apply to non-residents
of the City unless they keep a dog within the City for more than thirty
(30) days.
