Every resident of the City shall pay a motor vehicle license fee annually to the City of five dollars fifty cents ($5.50) for every motor vehicle owned by such resident on January first (1st) of each year.

The fee shall be due and payable on January first (1st) of each year and, if not paid, shall be delinquent as of said date.

Notwithstanding the provisions of any ordinance to the contrary, any resident of the City of Olivette who has received the property tax credit authorized by Chapter 135, RSMo., for the immediately preceding year shall be exempt from the payment of any license fee for a City motor vehicle license. Such exemption shall be limited to one (1) vehicle for each household. Such exemption shall be granted upon the submittal of such evidence as shall establish that the resident has received the aforesaid property tax credit for the immediately preceding year. The provisions hereof shall be effective commencing with the license fee for motor vehicle licenses becoming due on January 1, 1987.

Any person delinquent in paying the annual motor vehicle license fee shall be deemed guilty of an ordinance violation and, upon conviction thereof, be subject to the penalty provided for violation of City ordinances.
