The Police Department shall consist of a Chief of Police who
shall be the City Marshal and who shall be the director of the department
together with such subordinate officers of Police and detectives as
may be deemed necessary for the proper conduct of the duties of the
department and such number of patrolmen, detectives, probationers,
auxiliary and civil defense officers as may be authorized from time
to time by the Council, all of whom shall be appointed by the City
Manager and shall serve until removed or discharged by the City Manager.
The Chief of Police shall have general supervision and control of
the department including the enforcement of discipline among the members
thereof and the instruction and training of the members in their duties.

The Police Department of the City shall see that all laws of
the United States, State of Missouri and the ordinances of the City
are observed and enforced and shall perform such services and make
such reports from time to time as they may be required to perform
by the City Manager. Police Officers shall have power at all times
to make or order an arrest with proper process for any offense against
the law and against the ordinances of the City and keep the offender
in the City Jail or other place to prevent his/her escape until a
trial can be had before the court of proper jurisdiction. Unless such
offender shall give a good and sufficient bond for his/her release,
he/she shall be held until his/her appearance for trial. The members
of the department shall also have power to make arrest without process
in all cases in which any offense against an ordinance or ordinances
of the City shall be committed in their presence or in all cases where
anyone is suspected of having committed a felony. The Chief of Police
and his/her subordinates shall serve as Marshal and Deputy Marshal
of the City court and shall prepare the complaints in all cases therein
and shall execute and return all papers and orders issued by the City
court or other department of the City under any ordinance or law.
The Chief of the department shall compile such account of all money
collected by him/her or his/her office as may be required by the City
Manager and shall report the same to the City Manager and pay over
all money collected by him/her as fines, fees or from other sources
unless other disposition shall have been provided for by law or ordinance.
He/she shall have charge of the City Jail and shall be responsible
for the proper care and condition thereof. He/she shall keep the City
Manager properly advised as to the condition of the streets, alleys,
culverts and sidewalks within the City, perform all other duties required
of him/her by the City Manager and such other duties as may be necessary
to conserve the peace and welfare of the City and its inhabitants.

A.
All unclaimed
property, other than money or cash, coming into the possession of
the Police Department of the City of Olivette from any source whatsoever
and having any value shall be marked and a record thereof kept to
show its source and date of receipt and shall be kept and disposed
of as herein provided:

Said
property shall be kept on the premises of the City Hall, unless there
is no suitable space for the storage of such property, in which event
the property may be removed to a storage warehouse.
2.
If such
property has remained unclaimed for more than thirty (30) days, said
property may be sold at public auction by the Chief of the Police
Department, which said public auction shall be held at the City Hall
and ten (10) days' notice of which said public auction shall be published
in a newspaper of general circulation in St. Louis County.
3.
If no
bids are received at such public sale, the property may be sold at
a private sale for the best price offered. Any property for which
no bid is received at public or private sale shall be destroyed by
the Police Department and a certificate thereof shall be filed with
the City Clerk.
4.
Said
property shall be delivered to the owner at any time prior to sale
upon the furnishing by the owner of satisfactory proof of ownership
and payment by such owner of all expenses incurred in the keeping
of such property and its offering for sale.
5.
All
monies received from the sale of such property shall be deposited
in the General Revenue Fund of the City.

All money or cash coming into the possession of the Police Department
of the City of Olivette from any source whatsoever which has remained
unclaimed for a period of thirty (30) days shall be delivered to the
City Clerk and shall be held in a separate fund thereafter under the
supervision of the City Clerk for a period of one (1) year. If said
money or cash is claimed within said period of one (1) year, it shall
be delivered to the person exhibiting satisfactory proof of ownership
of the fund. If said money is not claimed within said period, it shall
become a part of the general revenue of the City of Olivette.
A.
Definition. For the purpose of this Section, the "major case squad" means any formation, operation, organization
or cooperative action between any County, Governing Body, any municipal
government and the City, the purpose of which is intensive professional
investigation of certain individual crimes that may occur in their
general geographical area and which is operated and activated on request
of a County Sheriff, County Police Superintendent or the Police Chief
of a political subdivision wherein a crime has occurred.
B.
Authorized. The officers of the City Police Department
are authorized to participate in and cooperate with any Law Enforcement
Officers of jurisdictions in any major case squad operation or formation.
The officers designated to act as the major case squad operation will
be so designated by the Chiefs of Police and when acting outside of
the City as a member of the major case squad operation shall be considered
to be on active duty the same as if acting within the boundaries of
the City.
