Pursuant to the provisions of Section 5 of Act No. 279 of Public
Acts of 1909, as amended by Act No. 41 of Public Acts of 1969, being
Section 117.5 of the Compiled Laws of 1948, as further amended by
Act No. 8 of Public Acts of 1972, adding Section 5c, the City hereby
creates a Compensation Commission. It is the purpose and intent of this article to provide
for the creation and workings of a Compensation Commission as stated
in Subsections (a), (b) and (c) of Section 5c enacted by Act No. 8
of Public Acts of 1972, and all questions of intent and interpretation
of this article or its validity shall be resolved to the extent possible
by reference to such section.

A Compensation Commission is hereby created which, subject to the provisions of Sections
2-38 through
2-40, shall determine and fix the salaries of all elected officials of the City.
