(a) 
The owner of property or the owner's agent shall obtain a zoning permit from the City as required by Chapter 39 of the Code of Ordinances.
(b) 
A zoning permit is not required if the owner is required to obtain, and does obtain, a building permit.
(c) 
If property is leased to a tenant, the reference to the owner in this section shall be deemed to refer to the tenant if the tenant is constructing or installing an improvement that requires a zoning permit.
