For the purpose of this chapter, all words used in the present tense include the future tense. All words in the plural number include the singular number, and all words in the singular number include the plural number, unless the natural construction of the word indicates otherwise. The word "shall" is mandatory and not discretionary. The word "used" includes "designated, intended or arranged to be used."
Certain words and terms in this chapter are to be interpreted as follows:
BOARD OF SUPERVISORS
The Board of Supervisors, Coolbaugh Township, County of Monroe, Commonwealth of Pennsylvania.
CONSERVATION EASEMENT
A legal right granted or sold by a property owner to the Township, some other public entity, or a private conservation organization which permanently restricts the type and amount of development that may take place on the property, and specifies the type, if any, of public access to the property.
ENFORCEMENT OFFICER
The agent or official designated by the Township to administer and enforce the provisions of this chapter.
OFFICIAL MAP
The Coolbaugh Township Official Map adopted by ordinance pursuant to Article IV of the Pennsylvania Municipalities Code[1] which shows lands reserved by the Township for easement or acquisition for public purposes.
PUBLIC GROUNDS
A. 
Parks, playgrounds, trails, paths, open space reservations, conservation easements and other recreational areas and other public areas;
B. 
Public buildings, sites for schools, sewage treatment, refuse disposal and other publicly owned or operated facilities;
C. 
Publicly owned or operated scenic and historic sites; and
D. 
Public streets and public street rights-of-way, and public sidewalks and pedestrianways and easements.
E. 
Publicly owned or operated flood control facilities, stormwater management facilities, and drainage easements.
F. 
Any other land, right-of-way, easement or other interest in land owned, operated, or controlled by a government.
G. 
As used in this definition "public" does not necessarily imply the "public ground" is open for the use and access by the general public, but rather, the specific use, property or legal interest is held for the public good. For example. a street right-of-way limits use by the property owner over whose land the right-of-way runs, and a conservation easement may only prohibit development but not allow access by the general public.
PUBLIC NOTICE
Notice published once each week for two consecutive weeks in a newspaper of general circulation in the Borough. Such notice shall state the time and place of the hearing and the particular nature of the matter to be considered at the hearing. The first publication shall not be more than 30 days and the second publication shall not be less than seven days from the date of the hearing.
RIGHT-OF-WAY
Land reserved for use as an access, street, drainage facility or other private, public or community use.
STREET
A public or private thoroughfare which affords the principal means of access to abutting property, including avenue, place, way, drive, lane, boulevard, highway, road and any other thoroughfare except an alley.
STREET FUNCTIONAL CLASSIFICATION
The identification of general operating conditions and operational characteristics of roads categorized according to a hierarchy as defined by the Township and/or PennDOT.
STREET, PRIVATE
A street which is not dedicated for public use and maintenance.
STREET, PUBLIC
A street which is dedicated for public use and maintenance.
TOWNSHIP
Coolbaugh Township, the County of Monroe, Commonwealth of Pennsylvania.
ZONING HEARING BOARD
The Zoning Hearing Board of Coolbaugh Township, the County of Monroe, Commonwealth of Pennsylvania.
