For the purpose of this Article, the following terms shall be defined as follows:
MINOR REPAIRS
Repairs such as changing oil; changing spark plugs; changing, repairing, rotating or switching tires; changing the air filter or oil filter; adjusting brakes or replacing brakeshoes or carburetors; and repairs of a similar kind.
ORIGINAL CONFIGURATION FOR ANY VEHICLE
All wheels are attached to the vehicle and resting on the ground, that the hood, fenders, bumpers, trunk, roof, doors and windows of the vehicle are installed on the vehicle and that the hood, trunk and doors of the vehicle are in a closed or shut position.
PERSON
Includes the owner or person in possession or control of a machine, apparatus, piece of equipment or vehicle as well as the owner or occupant of the property on which same is repaired or altered.
VEHICLE
Any "vehicle", "motor vehicle", "all-terrain vehicle" or "motorized bicycle" as the same are defined in Section 301.010, RSMo., as the same may be amended from time to time.

The performance of repair work on, or the dismantling of, any vehicle, machine, apparatus or equipment or any part thereof on any public street or private property (except as specifically authorized by a special use permit) is hereby prohibited, unless such repair or alteration work or dismantling is conducted in an enclosed area, the interior of which cannot be seen from any residential property or the street.

A. 
The provisions of Section 215.2920 hereof shall not apply to any machine, apparatus, equipment or vehicle if:
1. 
Such vehicle has a current and valid historic license plate; or
2. 
a. 
Such vehicle, machine, apparatus or equipment is owned by a resident of such property or a member of such resident's immediate family; and
b. 
Such work is being done by a licensed automobile repair person or company or by a resident of such property; and
c. 
Such repair or dismantling constitutes only minor repairs to such vehicle, machine, apparatus or equipment; and
d. 
The owner of the property upon which such vehicle is located complies with the following requirements at all times:
(1) 
In the case of vehicles, each vehicle shall be restored to its original configuration within twenty-four (24) hours after the commencement of the work thereon;
(2) 
Each machine, apparatus, equipment or vehicle, including, without limitation, all parts thereof and all tools used in connection with such repair or work, must be completely covered or enclosed no later than 7:00 P.M. each day within a garage, shed or other storage container which is located on the property in compliance with the Olivette Zoning Code;
(3) 
The property upon which such machine, apparatus, equipment or vehicles are being repaired or altered must be restored to a clean and neat appearance free of all debris and litter no later than 7:00 P.M. each day;
(4) 
The aggregate time allowed for all such work hereunder on all vehicles, machines, apparatus or equipment shall be no more than twenty-four (24) consecutive hours during any calendar month; and
(5) 
No more than one (1) vehicle, machine, apparatus or equipment shall be repaired simultaneously.

Any person violating any of the provisions of this Article shall be deemed guilty of a misdemeanor and upon conviction thereof shall be subject to such fines as are provided for violation of a provision of the Olivette Municipal Code.
