A. No license
or permit provided for or required under any ordinance of the City
shall hereafter be issued by any officer thereof to any person, firm,
association or corporation until all personal property taxes, merchants
taxes, license fees, permit fees and inspection fees which are delinquent
and due and owing to the City for the Calendar years 1942, 1943 and
1944 shall have first been paid by the applicant for such license
or permit, and as to future years no license or permit shall be issued
for such future years until the delinquent taxes and delinquent fees
for each succeeding year shall have first been paid, together with
such delinquent taxes and delinquent fees for the years 1942, 1943,
and 1944 and receipts for all such taxes and fees exhibited to the
officer or department issuing such license or permit.
B. Any person, firm, association or corporation desiring to obtain any license or any permit provided for or required under any ordinance of the City shall first pay all personal property taxes, merchants taxes, license fees, permit fees and inspection fees as are then delinquent for each future calendar year, together with all such delinquent taxes and delinquent fees for the calendar years 1942, 1943 and 1944 and exhibit said receipts therefor, as provided in Subsection
(A), before any such person, firm, association or corporation shall be entitled to the license or permit.

Dog licenses and bicycle licenses are hereby exempt from the
provisions of this Chapter, and, as to such, the provisions hereof
shall not apply.

It shall be the duty of the City Clerk to establish and promulgate
rules and regulations relative to an orderly method of checking unpaid
personal property taxes and merchants' taxes, unpaid license fees,
unpaid permit fees and unpaid inspection fees in order to determine
the amounts due and owing to the City by any applicant. All officers
and departments of the City shall cooperate with the City Clerk in
carrying out the purpose of this Chapter.

Any person who shall violate any provision of this Chapter shall,
upon conviction, be fined not less than five dollars ($5.00) nor more
than one hundred dollars ($100.00) for such violation.
