A. 
Department Established. There shall be a Department of Law, the Director of which shall be the City Attorney, appointed and removed by the Mayor with the consent of the City Council as provided by Section 7.6 of the City Charter. The City Attorney shall have the powers and duties prescribed in Section 7.7 in the City Charter and other Sections of the City Charter and as may be prescribed by ordinance. The office of City Attorney shall be the primary full-time occupation of the City Attorney.
B. 
City Attorney. The City Attorney may appoint such persons as Assistant City Attorneys as may be necessary for the operation of the office of City Attorney. Such assistants shall be attorneys-at-law, licensed to practice in this State and may be employed on a full-time or part-time basis.

The City Council shall have the power to employ special legal counsel in accordance with Section 7.8 of the City Charter.
