A general non-partisan election for
the election of Mayor, all Council Members, and any other elected
official of the City of Wildwood shall be held on the first Tuesday
in April, 1996. The name of candidates for all municipal offices shall
be listed on the ballot in the order in which they are filed. Each
year thereafter an election shall be held on the first Tuesday after
the first Monday in April for all elected officials.

All City elections shall be conducted
and held in conformance with the provisions of Chapter 115, RSMo.,
as may be amended, and shall be conducted by the St. Louis County
Board of Election Commissioners, subject to such rules and regulations
as such Board shall enact for the conduct of elections consistent
with the laws of the State of Missouri.

A. Declarations of candidacy filed for office
in the municipal election shall be received by the City Clerk or his/her
designee commencing at 8:00 A.M. on the seventeenth (17th) Tuesday
prior to the election. No declaration of candidacy for office shall
be accepted by the City Clerk or his/her designee after 5:00 P.M.
on the fourteenth (14th) Tuesday prior to the election.

B. No candidate's name shall be printed on
any official ballot unless the candidate has filed a written "declaration
of candidacy" and paid a ten dollar ($10.00) filing fee to the City
Clerk or his/her designee.
C. Each declaration of candidacy shall state
the candidate's full name, name to appear on the ballot, date of birth,
residence address, length of residency at that address, office for
which he/she proposed to be a candidate and that if elected he/she
will serve. It shall be subscribed and sworn to by the candidate before
an official authorized to accept his/her declaration of candidacy.
D. All candidates filing their declarations
of candidacy shall personally file said declaration with the City
Clerk or his/her designee.
E. Declarations of candidacy will be received
by the City Clerk or his/her designee in the order which the candidates
pass through the front door of City Hall and the Clerk or his/her
designee shall continue to accept filings in that order until all
persons have filed.
F. No candidate will be admitted inside until
the City Hall opens at 8:00 A.M. on the first day of filing.
G. Candidates filing for office will be admitted
only through the front door.
H. The person to pass through the front door
shall be the candidate only and not a designee or "stand in."

The City Clerk shall forward to the
St. Louis County Board of Election Commissioners the content of all
issues and names of all candidates to be placed on the official ballot.
The Clerk shall also certify to the St. Louis County Board of Election
Commissioners compliance with public notice for the holding of such
election prior to the election. The dates upon which such certification
shall be forwarded to the St. Louis County Election Board shall be
determined by the St. Louis County Election Board pursuant to existing
State law.

A. Nominations of candidates for Council Member
and Mayor shall be by petition as required by the City Charter. Petitions
for Council Member shall be signed by not less than twenty-five (25)
registered voters who are residents of the ward in which the candidate
is nominated. Petitions for the office of Mayor shall be signed by
not less than one hundred (100) registered voters of that City.
B. The petitions shall be submitted on forms
provided by the City Clerk and shall contain the name and address
of the nominee, the form in which the name is to appear on the ballot,
the office for which the candidate is being nominated, the statement
that the signer is a registered voter qualified to sign, and the date
of signature. The person collecting the petition signatures shall
sign the petition under oath stating that the signatures are genuine
and were affixed in his/her presence. A nominating petition shall
have attached "Declaration of Candidacy" required by this Chapter.
C. Nominating petitions shall be filed with
the City Clerk at the City Hall during regular business hours within
the period for filing Declarations of Candidacy. Signatures shall
be valid only if obtained not earlier than forty-five (45) days prior
to the first day permitted for filing for office. The City Clerk shall
forward completed nominating petitions to the Board of Election Commissioners
for St. Louis County for verification of the number of qualified signatures.
The City Clerk, upon being informed by the Board of Election Commissioners
of the County of St. Louis that the nominating petition filed by a
candidate is sufficient or not sufficient, shall notify the candidate
in writing within seven (7) days of receipt of the same. If a petition
is found insufficient the City Clerk shall return it to the person
filing it with a statement certifying wherein the petition is insufficient.
Within the regular filing time for filing petitions, new or supplemental
petitions may be filed for the same candidate. No name shall be certified
for placement on the ballot that has not filed a nomination petition
as required herein, and no nominating petition shall be accepted by
the City Clerk that is not completed or does not facially satisfy
the requirements of this Section.

Any person filing or attempting to
file for office by any means other than under the procedure set forth
in this Article shall be disqualified and his/her name removed from
the ballot.
