A. 
All offices of the City set forth in Section 77.370, RSMo., other than the Mayor and Council Members, shall be appointed offices.
B. 
Unless otherwise prescribed by Statute or ordinance, the term of appointment for all such appointed officials shall be for an indefinite term until removed at will by the Mayor with the consent of the City Council or by a two-thirds (2/3) vote of all members of the Council.
C. 
Unless hereinafter provided or otherwise required by law, residence in the City shall not be required for any appointed office, but may be a factor considered in such appointment.

A. 
The City Administration shall include the following departments in addition to such other departments and divisions as the Council may deem appropriate:
1. 
Finance.
2. 
Legal.
3. 
Public Works.
4. 
Planning.
5. 
Parks and Recreation.
6. 
Police and Public Safety.
