The purpose of this Article is to
hereby establish a City of Wildwood Parks and Recreation Commission,
which is to assist in the determination of priorities relating to
the development of park facilities and recreation programs and recommend
expenditure of revenues on the same; establish the number of members,
qualifications, method of appointment and the terms of office of the
Parks and Recreation Commission; and describe the duties of the Parks
and Recreation Commission.

A Parks and Recreation Commission
for the City of Wildwood is hereby established. This Article establishing
the Parks and Recreation Commission shall become effective upon certification
by the St. Louis County Board of Election Commissioners that Proposition
P has passed; otherwise, the ordinance is null and void.

The Parks and Recreation Commission
shall consist of ten (10) citizen members appointed by the Mayor and
approved by the City Council. The Parks and Recreation Commission
may also include the Mayor, if the Mayor chooses to be a member, and
a City Council Member serving as a liaison. All members shall be voting
members. One (1) citizen member shall be appointed from each of the
eight (8) City Council wards, with the other two (2) participants
being at-large types from anywhere within the City. Each citizen member
shall be a registered voter and a resident of the City ward he or
she represents for at least one (1) year prior to appointment. A change
in City Council ward boundaries shall not disqualify any member from
completing the appointed term.

The citizen members of the Parks
and Recreation Commission shall be appointed by the Mayor with the
consent and approval of the majority of the members of the City Council
upon enactment of this Article. Any vacancy occurring in a citizen
membership shall be filled by this procedure.

A. The initial citizen membership of the first
Parks and Recreation Commission appointed shall serve as follows:
two (2) members until the first municipal election in April, two (2)
members for an additional one (1) year, three (3) members for an additional
two (2) years and three (3) members for an additional three (3) years.
Their terms shall be specified by the Mayor at the time of their appointment.
Thereafter, all members shall be appointed for a term of three (3)
years. The terms of office for the members of the Parks and Recreation
Commission shall terminate on the 31st day of January, after the April
municipal election of the respective year in which the appointed term
is specified to expire. The Mayor shall endeavor to provide to the
City Council for its approval the proposed appointments on or before
the second day of January.
B. Members of the Committee shall serve at
the pleasure of the Mayor and the City Council.
C. Six (6) members of the Board constitute
a quorum. The Parks and Recreation Commission may only act on an affirmative
vote of at least a majority of all members present at a meeting.

A. The duties of the Parks and Recreation
Commission shall be as follows:
1.
To make recommendations to the Mayor
and the City Council, in conjunction with the Department of Planning
and Parks, relating to:
b.
Expenditures or appropriations from
the permanent park and recreation sales tax fund;
c.
Grant submittals to different agencies;
d.
Programs for the protection and maintenance
of park lands;
e.
Budget requirements relating to parks
and recreation matters and submit its recommendations concerning it
to the City Council;
f.
Basic policies that guide the Department
of Planning and Parks, such as fees, charges, grounds and facility
usage and programs;
g.
Information about activities of the
Parks and Recreation Department for the community;
h.
New programs for inclusion into department
offerings.
2.
To elect from its citizen members
a Chair, Vice Chair and Secretary/Treasurer at its first meeting or
as soon thereafter as possible.
3.
To provide monthly reports, including
minutes of all meetings, to the Mayor and City Council covering activities
and recommendations, and such other reports relative thereto as may
be deemed proper or as required by the Mayor or City Council. These
reports shall be public records.
4.
To appoint staff from the Department
of Planning and Parks necessary to carry out the provisions of this
Chapter.
5.
To hold regularly scheduled monthly
meetings and they shall be open to the public. In addition, special
meetings shall be called as required by the Mayor, City Council or
by the Chair of the Parks and Recreation Commission. All meetings
of the Parks and Recreation Commission shall be conducted according
to the rules adopted by it, but in absence of such rules, then Robert's
Rules of Order shall apply, unless the Parks and Recreation Commission
determines that a variance from such rules is desirable.
6.
To take affirmative action to determine
the views of the citizens within the municipal Ward(s), when reviewing
plans, expenditures and other materials submitted to it.

A. The recommendations of the Parks and Recreation
Commission shall be considered by the City Council in the following
manner:
1.
All recommendations of the Parks
and Recreation Commission shall be reviewed by the Planning/Economic
Development/Parks Committee of the City Council before presentation
to the full membership of the City Council. The Planning/Economic
Development/Parks Committee (or its equivalent) and the City Council
shall have the right to schedule and conduct public hearings on the
recommendations forwarded to it from the Parks and Recreation Commission.
Such hearing(s) are at the discretion of the Planning/Economic Development/Parks
Committee and City Council, but shall follow procedures in place for
these processes.
2.
Any such recommendation of the Parks
and Recreation Commission shall not be binding upon the City Council,
which may approve or disapprove said action, based upon goals and
recommendations of the Parks and Recreation Action Plan.
