Violations of this Code and all other City ordinances shall be tried only before the Municipal Court, which shall have original jurisdiction to hear and determine all such violations.

The Municipal Court shall be subject to the rules of the Circuit Court of which it is a part, and to the rules of the State Supreme Court. The Municipal Court shall be subject to the general administrative authorities of the Presiding Judge of the Circuit Court, and the Judge and Court personnel of the Municipal Court shall obey his/her directives.

The Board of Aldermen shall provide at the expense of the City, a suitable room for the Municipal Judge to hold Court.

A. 
The office of the Municipal Court Clerk is created.
B. 
The Municipal Court Clerk, under the supervision of the Municipal Judge and with the aid of the other clerical personnel, shall perform the following duties:
1. 
The duties provided for Clerks for Municipal Divisions by Subsection (1) of Section 479.060, RSMo., and Subsections (3) and (4) of Section 483.241, RSMo.;
2. 
Act as Clerk of the Violations Bureau;
3. 
Collects fines and Court costs, which are assessed by the Municipal Judge or in the Violations Bureau; and
4. 
Remit to the proper official fines and Court costs which are collected within the time and in the manner provided by Statute, Court rule or ordinance.
C. 
The Municipal Court Clerk, and any Deputy Clerk that may serve under him/her, may:
1. 
Take oaths and affirmations;
2. 
Accept and sign complaints signed and sworn to or affirmed before him/her;
3. 
Prepare warrants for the Judge's signature;
4. 
Sign and issue commitments to jail;
5. 
Sign and issue subpoenas requiring the attendance of a witness and sign and issue subpoenas duces tecum;
6. 
Collect the amount of bail and admit to bail, upon a schedule approved by the Municipal Judge;
7. 
Accept the appearance, waiver of trial and plea of guilty and payment of fine and costs in Violations Bureau cases or as directed by the Municipal Judge, generally act as Violations Clerk of the Violations Bureau; and
8. 
Perform such other duties as provided for by ordinance, by rules of practice and procedure adopted by the Municipal Judge, and as provided for by the Missouri Rules of Practice and Procedure in Municipal and Traffic Courts.

The Municipal Judge shall establish a Violations Bureau and the City shall provide all expenses incident to the operation thereof.
