A. Every
dog that is at least six (6) months old shall be vaccinated or immunized
against hydrophobia by its owner or possessor prior to its licensing.
Such vaccination or immunization shall be performed by a duly licensed
veterinarian, who shall furnish the owner or the possessor of the
dog so vaccinated or immunized with a certificate for each dog so
vaccinated or immunized showing the exact date the same was done.
B. Such
certificates shall be numbered and in a form to be prescribed by the
City Clerk, and shall be executed by the veterinarian in duplicate
on each occasion that a dog is vaccinated or immunized by him/her,
and the dog is to be kept within the City. The original of said certificate
is to be delivered to the owner or possessor of the dog and a copy
is to be retained among the records of the veterinarian.

C. Each
certificate shall expire on the last day of June next following the
date appearing thereon as the date of the administration of the vaccination;
provided that in the event the certificate is issued and dated within
thirty (30) days prior to the last day of June then such certificate
shall not be deemed to have expired until the last of June of the
following year.

No person shall suffer or permit any dog under his/her care,
custody, control or ownership to run at large.

Every female dog in heat shall be confined in such a manner
that they cannot come into contact with another animal except for
planned breeding. Dogs in violation of this Section shall constitute
a nuisance.

No person shall keep a dog in any pen or enclosure on property
owned or controlled by him/her, the exterior boundary of which pen
or enclosure is closer than twenty-five (25) feet at the nearest point
to the dwelling of another, a church, school or place of business
of another, nor shall any person keep a dog within twenty-five (25)
feet of the dwelling of another, a church, school or place of business
of another person.

Any person who shall own and keep or harbor upon his/her premises
more than three (3) dogs over the age of six (6) months must obtain
a kennel license. Written application for a kennel license shall be
made to the City Clerk which shall include the name and address of
the kennel owner, the maximum number of dogs that will be kept and
a description of the kennel. The fee to be paid to the City for a
kennel license shall be fifteen dollars ($15.00).

A. No
dog owner shall keep any dog that is over six (6) months of age within
the City without a license.
B. No
license is required for a non-resident to keep a dog within the City
for no longer than sixty (60) days.

Any application for a dog license shall be made in writing to
the City Clerk. The application shall include the name and address
of the applicant, a description of the dog, the required fee and proof
of the required rabies vaccination. Application for a license must
be made within sixty (60) days after obtaining a dog that is at least
six (6) months of age. If the dog was obtained before it was six (6)
months of age, the application shall be made within sixty (60) days
after it becomes six (6) months of age. If the applicant has withheld
or falsified any information on the application, the City Clerk shall
refuse to issue, or if issued shall revoke, the license.

All licenses issued under the provisions of this Article shall
be effective from June first (1st) to May thirty-first (31st).

A. The
fee to be paid to the City for a dog license shall be as follows:
1. Unneutered male dog, six dollars ($6.00).
2. Unspayed female dog, six dollars ($6.00).
3. Neutered male dog, three dollars ($3.00).
4. Spayed female dog, three dollars ($3.00).

Any license fee that is unpaid sixty (60) days after it becomes
due and payable shall be subject to an additional fee of one dollar
($1.00). The fee for a replacement license tag shall be one dollar
($1.00).

Upon acceptance of the dog license application and fee, the
City Clerk shall issue a durable tag stamped with an identifying number
and the year of issuance. The City Clerk shall maintain a record of
the identifying numbers of all tags issued. The City Clerk shall further
cause a notice to be published in the local newspaper thirty (30)
days prior to the date licenses become due and payable.

Dogs must wear license tags at all times when off the premises
of the owners.
