For the purposes of this Article, the following word shall have
the meaning respectively ascribed to it by this Section:
AMUSEMENT RIDE
Any mechanical device that carries or conveys passengers
along, around or over a fixed or restricted route or course or within
a defined area for the purpose of giving its passengers amusement,
pleasure or excitement.

No person shall operate an amusement ride, amusement show or
circus without first having obtained a permit to do so from the City.
Before a permit is issued for any amusement ride, amusement show or
circus, the applicant for such permit shall file a bond or a liability
insurance policy in a minimum amount of one million dollars ($1,000,000.00)
and in such form and coverage as determined by the City Attorney to
be adequate in each case to indemnify the City.
