Pedestrians shall be subject to traffic control signals as heretofore declared in Sections
315.060 and
315.070 of this Title, but at all other places pedestrians shall be granted those rights and be subject to the restrictions stated in this Chapter.
Pedestrians shall move, whenever practicable, upon the right-half
of crosswalks.
No pedestrian shall cross a roadway at any place other than
by a route at right angles to the curb or by the shortest route to
the opposite curb except in a crosswalk.
No pedestrian shall pass through, around, over or under any
crossing gate or barrier at a railroad grade crossing or bridge when
such gate or barrier is closed or is being opened or closed.
Notwithstanding the foregoing provisions of this Title, every
driver of a vehicle shall exercise the highest degree of care to avoid
colliding with any pedestrian upon any roadway and shall give warning
by sounding the horn when necessary and shall exercise proper precaution
upon observing any child or any confused or incapacitated person upon
a roadway.
The operator of a motor vehicle overtaking a bicycle proceeding in the same direction on the roadway, as defined in Section
300.010, shall leave a safe distance when passing the bicycle and shall maintain clearance until safely past the overtaken bicycle.
The driver of a vehicle approaching a person with a visual,
aural or physical disability who is carrying a cane predominantly
white or metallic in color, with or without a red tip, or using a
guide dog, hearing dog or service dog shall yield to such pedestrian,
and any driver who fails to take such precautions shall be liable
in damages for any injury caused such pedestrian and any injury caused
to the pedestrian's guide dog, hearing dog or service dog; provided
that such a pedestrian not carrying such cane or using a guide dog,
hearing dog or service dog in any of the places, accommodations or
conveyances listed in Section 209.150, RSMo., shall have all of the
rights and privileges conferred by law upon other persons.

A. Notwithstanding other Sections to the contrary, no person or organization
shall solicit for funds, donations or offer for sale any merchandise
on any public street, alley or thoroughfare in the City of Chaffee,
Missouri, unless permission has been granted in the manner set forth
herein and subject to the following limitations:
1.
The activity shall only be authorized to be conducted at the
intersection of Main Street and Yoakum Avenue and shall be limited
to a Saturday morning.
2.
The activity shall be limited to the time period of 8:00 A.M.
until noon on the authorized Saturday.
3.
No person or organization shall be granted permission to conduct
such activity for more than one (1) date during a calendar year.
4.
Without special permission and authority from the City Council,
only one (1) person or organization shall be granted permission to
conduct such activity during any one (1) calendar month.
5.
Any person or organization seeking permission to conduct such
activity shall review the schedule maintained by the City Clerk to
ascertain availability. If an availability exists (under the limitations
set forth herein) the Clerk may grant the permission for the assigned
date.
6.
Any person or organization seeking permission to conduct such
activity shall:
a.
If an individual, the individual must be a resident of the City
of Chaffee, Missouri, and the resident shall be responsible for the
activity, or
b.
If an organization, the organization shall be an organization
located in Chaffee, Missouri, and have been in existence in Chaffee,
Missouri, for more than six (6) months (prior to the activity) or
at least three (3) principals of the organization are Chaffee residents.
