For the purposes of this Chapter, the following words and phrases
shall have the meanings respectively ascribed to them:
BUSINESS ESTABLISHMENT
A store, restaurant, hotel, office, wholesale establishment,
hospital and any person engaged in business for profit and any educational
institution including elementary or high schools. The term shall not
be construed to include apartments, flats, private dwellings or boarding
houses.
DIRECTOR
The City Administrator or if the office of City Administrator
is vacant, then the Director of Codes Administration shall serve as
the Director for the purposes of this Chapter.
GARBAGE
Food waste and other putrescible substances from homes, kitchens,
apartments, hotels, restaurants, stores, markets, lodges, service
clubs, community buildings, schools and similar establishments.
HOUSEHOLD
A person or persons living in a dwelling house, duplex, apartment
or room in which meals are prepared or served for such person or persons.
Each person preparing his/her own meals or persons who customarily
share meals shall be deemed a separate household.
HOUSEHOLDER
The principal person or head of a household. Where a household
is supplied with electricity through its own individual meter, the
person in whose name the charges for such electricity is billed shall
be presumed to be the householder.
LICENSED COLLECTOR
A person who is engaged in the business of collecting and
disposing of refuse and/or garbage for compensation and who, under
the terms of this Chapter, is licensed for this purpose by the City.
REFUSE
Any non-putrescible substance, material or thing and any
accumulation thereof such as cans, bottles and other waste material.

Nothing in this Chapter shall be construed as to prevent any
householder or other person having garbage from using the same for
feeding his/her own stock on his/her own premises in the City consistent
with the provisions of this Code, ordinances of the City and the laws
of the State regulating such use; provided he/she does so in such
a manner as not to create a public nuisance; and provided further,
that nothing in this Section shall be construed as to permit or allow
any householder or other person to gather up and haul garbage for
the purpose of feeding his/her own or another's stock, except that
accumulating upon his/her own premises.
